Mr. Tousley served as the Resident Deputy Program Manager (RDPM) for three concurrent DOS overseas ATA programs operating in JordanRESIDENT DEPUTY PROGRAM MANAGER, ALUTIIC, LLC 2011–2019 Contract support staff for US DoS, Antiterrorism Assistance Program, Amman, Jordan.• Managed the $60 million Department of State, Office of Antiterrorism Assistance, Near East Asia Regional Law Enforcement/Counterterrorism Training Program for the Department of State, operating in concert with the US Embassy – Amman. • Develop and deploy policies and procedures compliant with ITAR and FAR regulations, as well as program management best practices, for all aspects for the development and running of the regional residential training program which operated in 10 different locations throughout a foreign country to support the delivery of antiterrorism training to over 7,500 individuals in 365 course deliveries, representing 77 third country partner nations. • Drive efficiencies utilizing six sigma and program management principles reducing staffing requirements by 50% while simultaneously increasing training throughput by over 25%, identify best practices and implement program evaluation and improvement processes.

Kabul, Afghanistan

Amman, Jordan

Contract support staff for US DoS, INL – International Narcotics and Law Enforcement Program, Amman, Jordan• Developed strategy and implemented a phased project plan, consisting of a 19-nation coalition, in support of $50 million multi-national project to ensure the training of 3,500 Iraqi corrections cadets in four months to support Operation Iraqi Freedom planned counter terrorism offensive.

Baghdad, Iraq

Based in Baghdad, Iraq, Mr. Tousley developed program and project plans to create, administer, and build capacity for a new national training academy. He successfully managed a training delivery schedule to sustain cohorts of over 200 cadets graduating every six weeks. He:o Developed success indicators, milestones, and tracking metrics to ensure timely delivery of the corrections officer cohorts to staff new facilities throughout the country. o Gathered, analyzed, and reported on project metrics and progress to senior officials of DOS-INL, International Criminal Investigative Training Assistance Program (ICITAP), and Coalition Provisional Authority (CPA). o Supervised construction and activation for two facilities to house and 500 pretrial detainees at the Rusafa prison complex and an additional 200 post-conviction inmates. o Directed development and operation of facilities, programs, and systems for management, administration, operations, and budgeting.o Directly advised DOS executive staff for the national Iraqi corrections department.o Built and led multinational teams to plan, organize, and apply resourceso Directed, coordinated, and evaluated stakeholders and personnel reconstruction efforts. o Authored more than 50 training curricula in multiple aspects of corrections training for the new national corrections training academy.
