CRJ170 Human Trafficking and SlaveryCourse DescriptionThe course explores international and domestic legal framework that defines human trafficking and examines the major theories and current research on social and economic causes and risk factors associated with various forms of human trafficking. The course will also investigate the precipitative roles played by transnational organized criminal groups and vulnerable social classes in trafficking process. Human right violation in modern form of slavery of sex and labor trafficking will be explored as well. Lastly, the course provides a critical analysis on effective strategies in victim identification, protection, prosecution, and prevention as instrumental components in assessment of current practice and social control policy to curb human trafficking.Topics to Be Covered• International, Federal, and State human trafficking laws • Analysis of domestic human trafficking operations • Contextual analysis of the scope and breath of modern-day slavery in California and United States • How to identify signs of potential trafficking • Analysis and application of fact scenarios to trafficking’s analytical elements• Identification and articulation methods of power, control and coercion utilized by traffickers• Identification commonly used law enforcement tools to identify and interdict trafficking• Articulate common methods traffickers utilize to avoid online detection• Law enforcement and victim services providers investigatory strategies consistent with a trauma informed and victim-centered approach • The nexus of natural disasters and exploitation. The Global Resource Epicentre Against Human Trafficking (GREAT) is an international multisectoral resource and coordination centre, established to combat human trafficking.While public awareness of human trafficking grows, groups move to rescue and support survivors, and law enforcement seeks to disrupt human trafficking activities and networks, the emerging question is “who is coordinating all this?” Without the benefit of international coordination, people, agencies, groups and countries continue to work in a vacuum, devoid of the benefits derived from collaboration, or the ability to draw upon the 'lessons learned' and successes of other like-minded groups from around the world - groups that may be potential partners.GREAT seeks to help coordinate these efforts around the globe, and as such, to be a “force multiplier” through the provisioning of access to information, resources and collaboration for those combatting human trafficking “on the front line”.Mission: Registered as a Canadian Charity - and serving as an International Technical Assistance NGO (TANGO) - GREAT was convened to bring increased public awareness, promote research, develop professional skills, and provide information sharing and analytical support to the fight against human trafficking in all its forms, as per Articles 9 &10, Part III, Annex II of UN Resolution 55/25.Mandate: Develop and sustain the following capabilities -• Comprehensive database of ongoing international human trafficking organizations, programmes, and resources;• Global compendium for combatting human trafficking and victim support training materials;• ongoing development of tools and products to facilitate robust analytical support and information sharing;• sponsorship and facilitation of human trafficking research projects; and• development and maintenance of a repository of effective policies, procedures, and processes for combatting human trafficking.

Our expertise primarily lays in legal analysis and how Governments can enhance anti-trafficking laws to protect vulnerable populations, identify survivors, and prosecute traffickers. My team and I have improved asset forfeiture laws to effectively dismantle trafficking networks; educated courts and prosecuting agencies on the unique challenges of calculating restitution; and edified practitioners on legal requirements for survivors suffering from mental health trauma. Our recent focus has been supply chain transparency, application of sexually violent predator laws and tribal law enforcement prosecution of trafficking. The Human Trafficking Investigations & Training Institute (HTITI) offers instructor-led courses oriented to law enforcement. Our courses are reviewed and certified by the National Emergency Communications Institute (NECI), Atlanta, GA. NECI has provided public safety certification courses since 1987, which has been officially recognized by many state public safety commissions and boards. NECI meet all known public safety training standards including NHTSA and CALEA. HTITI will provide an assessment-based certificate for those students who successfully completed the performance standards for each course, as described in the respective course manual.

As a specializing Deputy Attorney General, my efforts are focused in the field of human trafficking. As a primary member of the Human Trafficking Special Projects Team, I analyze state anti-trafficking statutory construction to ensure maximum application and affect, propose and draft legislation which will enhance and advance California’s continued fight against trafficking. In addition, I organize, brief, and coordinate directly with the Attorney General's Executive Staff advancing her human trafficking special projects, including her work with the National Association of Attorneys General Presidential Initiative on Human Trafficking, Pillars of Hope and Co-Chairing the Attorney General’s Human Trafficking Work Group which is tasked with a comprehensive updating the California Alliance to Combat Trafficking and Slavery Task Force 2007 Final Report, culminating in a new Final Report.
