TechFreedom is a non-profit, non-partisan technology policy think tank launched in 2011. Our mission is to promote the progress of technology that improves the human condition and expands individual capacity to choose. We advance the freedoms that make experimentation, entrepreneurship and investment possible, and thus unleash the ultimate resource: human ingenuity. As Director of PFF's Center for Internet Freedom, I worked to develop a market-oriented approach to Internet policy issues that minimizes government control and regulation while maximizing the freedom of the online sector to innovate, invest and growFrom its founding in 1993 till its closure in late 2010, PFF was a market-oriented think tank that studies the digital revolution and its implications for public policy. Its mission was to educate policymakers, opinion leaders and the public about issues associated with technological change, based on a philosophy of limited government, free markets and individual sovereignty.

For two years, I worked as an associate in the Washington, D.C. office of Latham & Watkins LLP, a full-service international powerhouse with more than 1,900 attorneys in 24 offices around the world recently named the "USA Communications Law Firm of the Year" by Chambers & Partners.As a member of the Corporate Department and Communications Practice Group, my practice focused on the corporate and regulatory needs of clients in the telecommunications, satellite and Internet industries.In particular, I provided FCC counsel to one of the world's largest remote sensing/earth imaging satellite operators. I also advised one of the country's largest television groups on their use of Internet as a new distribution channel for their local content.

During my clerkship, the Space Frontier Foundation asked me to lead a think tank dedicated to promoting public policy supportive of companies developing reusable launch vehicles, human spaceflight and other radically innovative space technologies. During my involvement with the Institute I:• Surveyed the legal issues affecting space commercialization and identified policy priorities• Developed communications strategies for advancing policy goals• Led an effort on behalf of entrepreneurial "New Space" companies to reform the International Traffic in Arms Regulations as applied to space technologies, especially for small companies. Appointed in 1974 by President Ford, Judge Cook served as Chief Judge of the Northern District of Oklahoma before taking senior status in 1992. He has since maintained an active docket.
