Dr. Collignon has a PhD in hydrogeology and has over 30 years of professional experience. He has spent most of his professional career in 50 developing countries (Asia, Middle East, Africa, Pacific and Latin America) and is very familiar with the urban development issues, with a specific expertise in water supply, sanitation and storm water management.Dr. Collignon has extensive experience with design and implementation of major urban water and sanitation infrastructure projects, both at the study stage (feasibility, preliminary design, detailed design), with the procurement of civil works contractors and during the construction phase itself.He has managed or contributed to the development of water and sanitation master plans in many countries (Mongolia, Sao Tome, Gabon...) and has thus developed great skills in water demand analysis and in comparative studies (cost / advantage) of various technical options to supply a city or a region with water or to efficiently manage storm water. This competence covers both the technical aspects of the projects (choice of the most appropriate technologies in the country context), the financial aspects (capex, opex, customers' ability to pay and pricing) and the environmental aspects (assessment of the environmental and social impact of the projects).In addition to this experience as a water and sanitation expert, Dr. Collignon has much experience in the design and implementation of management arrangements for public services, especially in terms of public/private partnership (designing management, lease or concession contracts), due diligence for contract preparation, public service regulation and identification/mobilisation of the domestic private sector for the purpose to improve water and sanitation services in urban areas.
