I lead and managed over 30 staff, split… Show more I had oversight of all new transport related infrastructure delivery within the geographic area of Leicestershire, ensuring new transport infrastructure is fit for purpose and not create future maintenance or financial liabilities.I was first-point-of-contact for all developers, and for statutory authorities (such as, adjacent local highway authorities, Highways England and rail network providers), for new works affecting the public highway. I lead and managed over 30 staff, split between three distinct areas that: - facilitated the technical approval process to ensure new infrastructure is designed in accordance with appropriate design standards, and that the County Council is bonded against liability from third party claims, or promotors incomplete works, for whatever reason, by ensuring appropriate legal agreements are in place before works start. - monitor, inspect and authorise third party works during construction, to ensure that physical works are constructed to approved designs, that works and methodology complied with the appropriate legal agreements, and that the works are suitable to become adopted highway, where appropriate- carry out the Lead Local Flood Authority (LLFA) statutory duty including delivering in line with the Leicestershire Flood Risk Management Strategy, statutory responses on planning matters for surface water management proposals, investigating flooding events, developing proposals for and overseeing delivery of flood alleviation schemes, processing Ordinary Watercourse Consents and taking enforcement action against unauthorised work in watercourses.
