Bernice Glenn Kissinger is a defense technology ecosystem leader. Her expertise includes Other Transaction Authority (OTA) ecosystem and Consortium development and Allied Nation engagement in OTAs and other rapid contracting vehicles. She is a Warfighter daughter and mother (11th Airborne and 82nd Airborne, respectively) and Co-Founder of the Defense Entrepreneur Forum Indo Pacific (DEF Indo Pacific). Kissinger accelerates the transition of commercial solutions using rapid contracting vehicles and pre-requirements collision sessions, engaging warfighter-innovators and end-users across the INDOPACOM Area of Responsibility. An experienced reviewer for federal technology and economic development programs of record, she has led several innovation and workforce development initiatives across the US and between the US and Japan and Australia. Her analysis and insights have been published in ASPI Journal, Defense News, Japan Times, Stars and Stripes, and Space News. Kissinger has served as a Board member of the Hawaii Technology Development Corporation and the Natural Energy Laboratory of Hawaii, and has been a mentor in the East-West Center Women’s “Changing Faces“ Leadership Seminar. She is Senior Vice President of the Pacific Impact Zone, a former Senior Vice President of an Other Transaction Authority Consortium Manager National Security Technology Accelerator (NSTXL), and former Senior Vice President of a National Security collaborative laboratory network supporting Naval Surface Warfare Center Crane Division, Purdue University, and others. Kissinger is a graduate of Princeton University in East Asian Studies and of the National Charrette Institute at Harvard Graduate School of Design.
