I have unique experience with the three major aspects of a roadway project - environmental, design and construction – It gives me a keen insight necessary to anticipate environmental issues early so that project schedules are maintained. This is especially valuable in the design-build projects where time is of the essence. My knowledge of the NEPA and permitting process and the stakeholders involved has proven to be an asset to the project teams I have been associated with. For one of my latest endeavors, I was working with a great team on the development of the EIS for the $1.5 billion Carolina Crossroads project for SCDOT.I was involved in the Horry County and Richland County’s Local Option Sales Tax Program. I served in various roles on the US 501 Aynor Overpass, Dirt Road Paving Program, and the extension of Carolina Bays Parkway projects. I partnered with Horry County to see that these projects are built on-time and within the allotted budget. He also performs the public relations activities associated with the work. I also worked with Richland County on a variety of projects under their sales tax program.I was an officer and leader of RPM Engineers. RPM Engineers was a leading consulting engineering firm with approximately 100 employees, serving four states in the Southeast. RPM specialized in bridge design, analysis, rehabilitation, roadway design, construction inspection, and material testing services. In 2011, Mead & Hunt acquired RPM Engineers, and I continue to work to be a driving force in Mead & Hunt.

During my 15 years of public service with the South Carolina Department of Transportation, I held several positions ranging from construction to environmental. I have been fortunate to have a gained a great understanding of the life cycle of a transportation facility from design to construction to maintenance having served in those departments within SCDOT. I was one of the original Program Managers and led the largest sales tax program in the state totaling $1.1 billion of infrastructure upgrades in the Myrtle Beach region. The last two years of my public service with SCDOT were spent as Environmental Engineer for the entire state, managing all aspects of environmental documentation and permitting.
