IPS provides Construction Management and Engineering Services throughout Europe, Africa and the Middle East to the US DOD, US Department of State, Jacobs Engineering Group, SKE (VINCI Construction), URS Corp., Bilfinger Berger, Select Energy, OpenPlan and other large corporations. Our Quantity Surveying team based out of Rome, Italy provides expert cost, building project procurement, contractual and project management advice at all stages of the construction process. IPS is also a software distributor for program related simulation and optimization desktop engineering software packages.

Senior Vice President for sales and business development for several large AEC US/ European Corporations based out of Trieste, Italy.

Provided construction management services at air bases and facilities throughout Europe Africa and Middle East. Served as on-site staff manager and as WebCM and Master Schedule Team Leader. Directed staff and sub-consultants (consisting of Program Managers, Project Engineers, Communications Engineers, Scheduling Managers and more with construction program construction value of over $1B USD). Charged as program lead for task orders including task order specifically tailored for Dr.Bersing to provide On-Site Staff Management (OSSM) including program wide (Navy Europe, Africa and Southwest Asia) construction schedule and claims support services and training. Dr. Bersing reviewed all project and program construction schedules for the command, authored ‘Reviewing and Analyzing Construction Schedule’ while working for the US Government which is still in use today, provided one and two day ‘schedule review workshops’ (interactive planning sessions) and provided CM training in ‘reviewing and analyzing’ construction schedules using Primavera.

Managed A/E design contracts for environmental and building renovations. Supervised program managers and professionals while developing, selling, and staffing engineering, technical support positions that contributed $2M to annual budget and provided construction schedule training and support to +$750M construction program.

Manage entire construction program consisting of dependent school, exchange/commissary, Consolidated Support Center, Renovation 904, flight line utilities, and upgrade to electrical distribution system.Served as job site supervisor of QA inspectors, Program Scheduler for $500M+ Aviano 2000 program and entire command, Communication Engineer, and office administrator. Developed and analyzed schedules using Primavera, Claim Digger, and Monte Carlo. Devised construction cost estimates, monthly reports, and master Primavera CPM schedules. Conducted scheduling development sessions on all new construction projects.

Coordinated partnering meetings and conducted training sessions at multiple locations for ROICC on “Reviewing and Analyzing the Construction Schedule.” Promoted successful relationships between A/E, U.S. government, contractors, and customers. Served as Construction Manager in Puerto Rico and Norfolk, Virginia and Project Engineer in Naples, Italy. CM Projects included: +$37M Housing Renovations, WWTP(s), JP5 Tanks, large Fitness Center(s), HVAC and Fire Protection Upgrades in Multistory Buildings, Conveyer System Upgrades, Golf Club House, and communication facilities. Slashed extension on overhead claims from contractor requested 455 days to 143 using Primavera scheduling software. Instrumental in producing a more alert workforce and a reduction in punch list quantities after assisting in weekly “Quality Control” and “Safety” meetings. Successfully tracked 490 changes and 90 active construction contracts after designing database and developing link to other offices in Puerto Rico, Antigua, and St. Croix in the Caribbean.Norfolk, Virginia (1995-1998) Assigned as Area Construction Manager. Developed and provided training on ‘Reviewing and Analyzing Construction Schedules using Primavera to numerous Construction Managers throughout the region. Developed construction management information system (CMIS) in FileMaker Pro used throughout the East Coast and assisted in developing the first Network Analysis System (NAS) standard specification section still in use today.
