My research project sought to improve international response to humanitarian crises, both in how aid is delivered and how civilians are protected. I joined the Humanitarian Response Program who are leading in this area of thinking and training decision makers in this field.

• Represented Oxfam on external bodies such as the Australian Council for International Development (ACFID) Civil-Military Taskforce, enhancing dialogue, joint training and best practice with the Australian Defence Force (ADF), the Australian Federal Police (AFP) and NGOs.• Systematically socialised humanitarian related policies and practices (e.g. relating to civil-military relations, humanitarian protection, minimum standards etc.) across country programs ensuring that country based staff had an opportunity to actively engage in humanitarian policy making• Promoted humanitarian responsibility by supporting and developing capacity in-country teams to influence national duty bearers, regional organisations and broader civil society (i.e. by influencing national disaster management legislation and policies; influencing the role of regional organisations)• Played an active role supporting country program staff involved in advocacy as part of Oxfam Australia’s response to emergencies, as well as preparedness planning• Worked closely with regional and country teams to assess, develop and monitor humanitarian advocacy capacity within country and regional programs (for both staff and partners)• Deployment to Solomon Islands Temotu Earthquake and Tsunami Response February 2013

• Provided overarching strategic and policy guidance to Oxfam Australia on key issues including civil military relations, the international humanitarian system and specific country contexts including Afghanistan, Pakistan, Sri Lanka and Timor-Leste.• Managed humanitarian advocacy team to produce analysis of conflict and natural disasters contexts to improve the effectiveness and efficiency of Oxfam’s program and advocacy response.• Developed public policy and advocacy strategies focusing on protection, humanitarian coordination, and civil-military relations whilst promoting sector standards, benchmarks, codes of conduct and guidelines.• Influenced the policy and practice of the Australian Government and international institutions, and deployment to selected humanitarian crises to support in the development of specific advocacy responses.• Provided on-going support and advice for field and regional offices in preparing for, and responding to, policy and practice issues at field level as well as specific emergencies, including strategy and policy development.• Led on civil-military relations including provision of training for the Australian Defence Force (ADF), promotion of internationally agreed guidelines and involvement in multi-agency exercises and simulations.• Member of drafting group for the publication Same Space – Different Mandates: A Civil-Military guide to Australian Stakeholders in International Disaster and Conflict response 2011. http://acmc.gov.au/2011/11/same-space-different-mandates/Deployed to Sri Lanka during the last stages of the conflict.

• Represented the INGO community to both the UN mission and the Government of Liberia.• Organised training workshops for INGOs i.e. codes of conduct, Do No Harm, SPHERE, Sexual Abuse and Exploitation, and Accountability.• Liaison between INGOs and UN Mission In Liberia (UNMIL) CIMIC • Coordinated INGO participation in the Consolidated Appeal Process (CAP) and in emergency contingency planning for possible upheaval in Côte d’Ivoire and Guinea.• Coordinated NGO policy position paper and presented this to the new Liberian Head of State to enhance Government and NGO collaboration

• Advisory position with Tonga Community Development Trust (TCDT), an indigenous NGO, in the areas of non-formal education and community awareness.• Development of training programs for unemployed youth in community theatre skills to perform dramas on domestic violence, HIV/AIDS, and environmental issues• Involved in training and skills exchange as well as the proposal, design, implementation, evaluation and reporting for projects with AusAID, the Australian Direct Aid Program (DAP), British High Commission (Head of Mission Fund), NZAID and UNESCO.
