Without her ever ready willingness to assist and advise myself and others in this frequently changing and complex program, I would not have been able to give the customers I have worked with over these many years the type of high quality service they deserve. Beth manages multi-million dollar federal and state programs which provide services and benefits to thousands of customers across the workforce system in the commonwealth. She supervises a team of approximately 16 staff. These programs are complex, with regulations and requirements which must be interpreted correctly, applied equitably and accurately, and which have frequent revisions from the granting authorities. Beth is extremely adept at digesting this complex material, and re-interpreting it in language and procedures which the users can follow. She has a true and ongoing comitment to quality improvement; she will diagram (fishbone) a problem or issue, identifying the goal which must be achieved, the steps to follow to get there, the trouble spots which may be encountered and the preemptive measures which must be taken to ensure a smooth accomplishment of the goal. She involves the users in this process, uses data to assist in decision making and to track performance and results. She has applied quality improvement principles and practices to changes in the TRADE, RTAA/ATAA, H2B programs over the past three years. Not only did she and her team write new operating procedures, but they trained the staff in all the career centers, and further provided ongoing technical assistance sessions to the centers. She organized the first vendor sessions for her programs, which were very appreciated by the attendees. She works closely with her colleagues at the DCS, and also in the IT, Fiscal, and other central office units which support the system. She is very well respected by her colleagues in the agency and within the workforce development system. Beth is very energetic, and is always seeking to expand her knowledge of other programs and components of the system. To that end, she volunteered to take responsibility for the Skills Start program, which was a new program for her. She also jumped in and became involved as the DCS representative to the DUA new on-line claims system, attending planning sessions and bringing valued input to the team. She is a true believer in ongoing professional development, and eagerly sought entry to the new State Manager Certification Program. She recently completed the course and obtained her certificate which essentially states that she is competent in all aspects of management and can apply her skill sets and expertise in many situations. In closing I will add that she is highly energetic, has a strong work ethic and moral compass, and is a valued contributor to the system.
