Energy And Climate Policy Advisor

My work in Energy and Climate spanned across two key projects for the department - delivering the UK government's agenda on private finance at COP26, and supporting households during the peak of the energy crisis. As part of a team led by Mark Carney, the UK Prime Minister's COP26 private finance adviser, I led work to support the creation of Glasgow Financial Alliance for Net Zero (GFANZ) sector-specific alliances, as well as the establishment of the International Sustainability Standards Board. A core purpose of my work was promoting the role of effective and accurate sustainability reporting across financial institutions to inform long-term investment decisions. This included organising a roundtable, chaired by Mark Carney, convening Finance Deputies from over 20 jurisdictions to make progress on commitments ahead of the conference in Glasgow.Following COP26, my work shifted focus to the emerging energy crisis. I worked closely with the government department responsible for the energy market to deliver financial payments to households to support with high energy costs. I focused in particular on developing policy solutions for hard-to-reach households, such as those on pre-payment meters.

Environment Strategy And Spending Advisor

As part of the Treasury spending team responsible for overseeing the Department of Environment Food and Rural Affairs (DEFRA), I oversaw the department's spending and strategy on flooding, fisheries and water. This cross-cutting role developed my experience and expertise across public sector spending and accounting principles, business case management, economic regulation of the water sector, access to insurance, and major government infrastructure projects - including the delivery of the Thames Tideway Tunnel. A stretching and fulfilling role, key achievements included securing the department £5.2 billion of funding for the 2021-2027 flood defence programme, a doubling in cash terms of the previous programme. I also worked closely with DEFRA to develop and deliver a financial support scheme for the fisheries sector during the Covid-19 pandemic, in recognition of the specific hardships faced.

Capital Gains Tax Policy Lead

In my first role on the UK Treasury's Graduate Development Programme, I led on Capital Gains Tax policy - the tax that individuals may be liable for on disposal of investment, property or business assets. I advised the minister responsible for the UK's tax system on achieving government objectives through changes to CGT rates and allowances, interdependencies with other elements of personal and business taxation, and technical matters relating to the delivery of CGT policy. During my time in the role, I led a strategic review of Capital Gains Tax from first principles, drawing on insight from technical and analytical experts across the Treasury and HMRC, to develop a roadmap which supported official's decision making and policy recommendations for Treasury ministers. I also enacted policy changes through legislation that raised over £450 million of additional revenue for the Exchequer, and better targeted tax reliefs aimed at supporting entrepreneurs.
