- Perform complex grants and financial management policy development, analysis, and interpretation affecting a wide range of ACF programs. - Conduct sensitive or highly complex grant policy negotiations resulting in authoritative recommendations, such as negotiating with respective Program Offices in relation to comments on Funding Opportunity Announcements (FOAs) and writing policy analyses and recommendations of about 10 program requests a year for action by senior leadership.- Interpret and implement legislation, regulations, and other guidance to refine policies and operational approaches. •Develop ACF regulations and directives necessary to implement new legislation.•Represent ACF on Department-wide and interagency working groups such as the Grants.gov Federal User Group, the CFDA user group, and ACF’s Announcement Module 2.0 Implementation Team.•Represent the Division of Grants Policy (DGP) during internal working groups such as on the Timely Awards Working Group to develop a more updated and effective Business Review for the Office of Grants Management and on the Announcement Module Team to identify and resolve system issues.•Establish grant and financial management policies and approaches and resolve problems. •Review an average of 7 FOAs a year to ensure adherence to OMB, HHS, and ACF legislative and regulatory authorities as well as internal policy, and provide extensive written comments. •Provide responsive customer service to at least five Program Offices in ACF by answering their policy and procedural questions.•Successfully led ACF’s transition to using a new website for CFDA listings, including written guidance, a tracking site, training DGP staff, and reviewing approximately 30 listings for compliance with policy. •Recommend and implement improvements to grants processes and communications.
