Program Manager, Constellation Technical Service Contract (CTSC)Ms. Lasater serves as a working manager on the CTSC contract. Her management duties include task order negotiations and management, recruiting, hiring, training, and financial and technical reporting. Her current engineering responsibilities are focused on Model Based Systems Engineering (MBSE), including the development of Physical Architecture Diagrams, Process Flow Diagrams, and capability modeling. Prior to this assignment, she was responsible for negotiating and defining the physical and functional interfaces between elements of the Constellation program, such as the Ares launch vehicle to Orion Crew Exploration Vehicle. These requirements were captured using MBSE techniques. Additionally, she performed interface test and verification planning, assessed design compliance, and lead the resolution of integration issues.Export Control FocalMs. Lasater manages export control for Ares’ activities with NASA and International Partners. She established contract processes according to International Traffic and Arms Regulations (ITAR) and Export Administration Regulations (EAR). She implemented an export compliance and control program for the PI&C contract, including documenting/establishing the process, license preparation, workforce training, and auditing.

Ms. Lasater managed activities related to ISS element integration, Test and Verification (T&V), systems engineering, GFE project management, and International Space Station (ISS) Vehicle Office processes. Additionally, she was the line manager of 18-21 FTE located at multiple NASA centers and was the cost account manager of the ISS PI&C contract Engineering and Technical Services Team. She reviewed the Work Breakdown Structure (WBS) dictionary to ensure alignment with contract statement of work, contract deliverables, and the NASA ISS program WBS. She approved subcontract agreements, cost bearing changes to prime contract, corrective action plans, and transmittal letters for contract deliverables. Ms. Lasater secured project funding and performed monthly budget analysis of project spending and tracked deliverables to ensure effective use of project budget. She reviewed contract performance with the NASA customer on a monthly basis in Program Management Reviews where accomplishments, budget performance, risks, and schedules were addressed. Customer evaluations consistently reflected a performance rating of “excellent” with no weaknesses.Ms. Lasater was the primary interface for NASA Vehicle, Transportation Integration, and Element Integration Office managers on technical performance and contract issues with requirement development, test and verification, and integration of international and commercial partner space vehicles, orbital replacement units, and government furnished equipment with the ISS. She managed activities for requirement definition, integrated test and verification planning, cable and fluid assessments, qualification and certification, flight readiness, and risk/lien/threat management.

Ms. Lasater was a first line manager for the technical branch of the Cargo Integration and Rapid Response Hardware team. She led the requirements development and verification team for Flight Support Equipment (FSE) space flight hardware end-items. Ms. Lasater developed the Boeing Rapid Response Hardware Test and Verification process, an expedited five-step verification process for flight hardware. She implemented this expedited process with local and remote hardware development teams for in-house and subcontracted hardware development. She led the verification of more than 25 unpressurized FSE end-items, each on tightly compressed schedules, ranging from 3 months for simple items to 24 months for complex mechanical systems. She coordinated retention planning and workforce roll-off activities while work transitioned between contractors, ensuring high quality products and appropriate prioritization of delivery milestones.
