Leading the Systems Integrations Team to enable smooth flow of Public Safety data between systems.

Responsible for leading the RMS development team that designs, develops, maintains, and tests applications and databases used by Law Enforcement and Fire Agencies in Pierce County. This includes improving individual and team performance, researching and introducing new technologies to the team, tracking and budgeting resources, and understanding managements goals to ensure we are working on the appropriate priorities. Achievements• Automating processes that save hundreds of man hours per month both within the development team and of those departments we support.• Lead the development team through the transition to a new CAD (Computer Aided Dispatch) System. This required a redesign of the interfaces between our RMS and CAD as well as major updates to the CAD product itself to better serve our agencies.• Brought the individual developers together to work as one team using one process. This has enabled the team to complete projects within the estimated time and in a reliable and repeatable manner.• Worked with Project Managers, users, and management to identify customer requirements and prioritize, design, develop, test and deploy products that meet those needs.• Worked with third party vendors and contractors to develop or improve technical solutions.

Lead the team of developers responsible for building and maintaining a large portfolio of applications for Law Enforcement and Records.Accomplishments• Bringing a disparate set of developers together to work as a team using an iterative and repeatable development process• Moving the team from VSS to TFS including work item management, training, and process improvement• Working with Project Managers, support staff, customers, and users to define functional and technical requirements• Evaluating and adopting new technologies that ensure the team is efficient and enable them to build effective and maintainable applications

I was responsible for designing, developing, maintaining, and creating test plans for applications and databases used by the law enforcement agencies in Pierce County. I was also responsible for leading teams on long-term projects, contributing to the improvement of our development process, ensuring goals and deadlines were met, and producing a reliable and usable product. Accomplishments• After two years I was promoted to the Lead Development position due to my leadership skills and ability to create new products that pushed our capabilities beyond customer expectations.• Developed several applications that replaced outdated existing applications. For each, I was able to reuse the logic that was core to the system while providing a new system that improved the customer experience, reduced maintence, and allowed for continued enhancements.• Improved the performance and reliablity of several law enforcement applications.

As lead, I was responsible for resource management, customer interaction, and ensuring that the deliverables are on-time, on-budget, and complete. I was responsible for all aspects of requirements gathering, design, development, testing, and releasing our applications. I was also involved in creating and improving development procedures and outlined industry best practices for developers to follow. Accomplishments• I created this team and project from the ground up. I was responsible for presenting the information and benefits of having a Software Development Kit (SDK) to our company as well as getting by-in from stakeholders.• As the project progressed I was responsible for ensuring its success by improving our internal procedures to deliver a increasingly stable product.• Developed and improved coding standards and best practice documents to improve the projects productivity and the products reliability. These procedures were then used as a model for improving other projects in the company.

I was responsible for designing and developing a n-tier application using the .Net framework; leading the user interface design and development; managing and mentoring fellow developers; and performing requirements, design, and code reviews. I was responsible for the design of its messaging system which dynamically loads message definitions from a library of XML and XSD files. This new system enables the team to respond to new standards in a matter of 3-4 weeks instead of the 8-12 months that it had taken previously.

I was responsible for defining requirements and the design and development of the client application. My tasks also included database design and, after my first year, management of the legacy team.
