As Executive Officer for the Office of Research, Demonstration, and Employment Support. I provide advice and guidance for executives and managers in anticipation of and response to personnel and budget management challenges. I research federal regulations and policies to provide sound interpretation and recommend solutions to sensitive situations.In addition, I supervise a team of administrative staff who support management by developing employee engagement and recruitment plans, coordinating staff training, handling technology issues, managing facilities requests, and providing other ad hoc services as needed.

I provide personnel management policy analysis and support for the Office of Retirement and Disability Policy (ORDP). I am responsible for providing technical advice and guidance to the Deputy and Assistant Deputy Commissioners, Executive Officer, and component managers and employees regarding a wide range of personnel management and administrative issues. My human resources background has provided me with expertise in the federal hiring process as well as an understanding of the organizational structure and interrelationships of components/offices throughout the agency. I work to ensure appropriate application of personnel policies and practices related to staffing, performance, classification, labor relations, telework, etc, to make easier the day-to-day management of federal personnel.

I have knowledge of promotion plans for bargaining and non-bargaining unit positions as well as federal regulations set forth in the Code of Federal Regulations. This knowledge was used for both internal and external recruitment and allowed me to provide staffing services in all staffing areas. I interpreted and applied personnel policies and federal hiring regulations and was responsible for explaining application of these policies and regulations to administrative staff, managers, employees and applicants. I maintained job announcement and recruitment records through both electronic and manual means. I also researched policies and procedures independently to ensure compliance.I provided service to components under the Office of the Deputy Commissioner for Systems as well as the Office of Policy, the Office of the Chief Information Officer, and the Office of the Inspector General. This included, but was not limited to, internal and external recruitment, personnel actions, providing information for EEO investigators, and responding to inquiries. I also assisted other staffing specialists in troubleshooting problems in USA Staffing, Outlook, Word, Access, Data Mart, and various other software packages. I also adjudicated veteran’s preference, calculated and updated service computation dates, made oral offers of employment, compiled and sent new employee information packets, assessed minimum qualifications, submitted and received requests for SF-75 information and Official Personnel Folders, answered routine applicant inquiries, created and posted vacancy announcements, and various other staffing activities.

Performed structured interviews and clinical tests to gather data from Baltimore drug abusers, dealers, and prostitutes.
