Elizabeth Jarrett is a communications professional with over 10 years of experience managing web and social media content on topics related to public health emergency preparedness, response and recovery at the Administration for Strategic Preparedness and Response in the U.S. Department of Health and Human Services (HHS). Currently, she serves as the primary digital content developer, editor and manager for the ASPR website (https://ASPR.hhs.gov) and its associated social media assets on Twitter, Facebook, YouTube, LinkedIn and GovDelivery. Ms. Jarrett serves as a thought-leader in the digital community. She leads the Social Media in Public Health Emergency Preparedness, Response and Recovery Working Group, an intra-agency working group that focuses on sharing best practices, upcoming initiatives, and lessons learned. She has presented numerous public forums on the intersection of digital communications and public health preparedness, response and recovery.

- Develop, implement and promote web and social media content related to disasters preparedness, response and recovery. Developed materials in response to a wide variety of emergencies, including the West Virginia Chemical Spill, the Newtown school shooting; Hurricanes Sandy, Isaac and Irene; the Joplin tornadoes; the 2011 Mississippi River flooding; the Gulf Coast Oil Spill, and the 2010 earthquake in Haiti. - Coordinate with interagency partners to ensure that PHE.gov cross-promotes timely, accurate and relevant disaster public health information.- Authored or edited over 95 blog posts on issues related to public health emergency preparedness, response and recovery, including antimicrobial resistance, the National Health Security Strategy, critical infrastructure protection, mass casualty operations, emergency services for children in disasters, and science preparedness.- Develop dynamic written and graphical content for PHEgov’s presence on Facebook, Twitter and Ideascale.- Lead the HHS Social Media in Public Health Emergency Preparedness, Response and Recovery Working Group, which focuses on sharing best practices, lessons learned and upcoming initiatives.- Coordinate ASPR Communications planning efforts to proactively identify opportunities and strategies for developing and implementing new web and social media content to leverage emerging issues and hot topics.- Develop web and social media graphics to support amplification of messaging on high-priority topics and events.- Perform metrics analysis to determine effectiveness of web and social media content.- Analyze current use and trends in digital media relevant to the ASPR’s mission to identify and propose opportunities to enhance communications activities.- Manage the 508 remediation efforts for www.PHE.gov. Managed web communications for the Office of the Biomedical Advanced Research and Development Authority (BARDA). Contracting Officer’s Technical Representative (COTR) for the MedicalCountermeasures.gov System. MedicalCountermeasures.gov streamlines communications procedures for customers who request a meeting with one or more of the five federal partner organizations to discuss medical countermeasure products. Project Management:- Contracting Officer’s Technical Representative (COTR) for the development and maintenance of the MedicalCountermeasure.gov site.- Organized external stakeholder groups to ensure that the application is appropriately staffed at our partner organizations. Developed and facilitated signature of interagency Memorandum of Understanding.- Established system requirements for MedicalCountermeasures.gov to ensure that the system is able to accurately route requests, capture metrics, and promote knowledge transfer among partners.- Collaborated with federal personnel and contracted staff to ensure that the system adheres to federal guidelines for IT systems, including FISMA, and is constructed in accordance with HHS policies and procedures- Implemented quality assurance and quality control measures. Online Content Management:- Coordinated with interagency partners to define workflow in support of the application.- Incorporated available Web 2.0 technologies to maximize content distribution.- Authorted and managed content for MedicalCountermeasures.gov website (www.medicalcountermeasures.gov) and BARDA website (www.hhs.gov/aspr/barda). Grew content on the BARDA website from a single page to a site that accurately represents BARDA’s activities.

Acquired and administered grant for modernization of the school’s existing IT infrastructure. Developed curriculum and taught a variety of stakeholder groups, including college students (Khabarovsk Academy of Economics and Law and Khabarovsk Pedigogical University), secondary school students (Sergeevskaya School), business professionals (Russian-American Business Center). Project Management and Grants Administration:- Awarded a federal grant for the improvement of the IT infrastructure for Sergeevskaya School. As a result, the school was able to improve the quality of the IT education it offered its students and had the equipment necessary to host adult education courses in the evening.- Supervised a team of four volunteers to teach two Russian summer camps aimed at improving students’ English language and cross-cultural skills. Secured funding and designed curriculum for both camps.Curriculum Development and Instruction:- Developed curriculum and instructional materials in support of English language courses for students from 4th to 11th grades. - Advised Model United Nations programs at the Pedagogical University and the Khabarovsk Academy of Economics and Law in Russia. Developed students’ research, writing and debate skills. - Planned and taught seminars at the American Russian Business Center: Introduction to Business English and Resume Writing. Received a mark of excellent on all evaluations for the Resume Writing Seminar.
