Responsible for over $4 Billion of the $8 Billion FY19 – FY23 Capital Investment Plan for programs and projects for Commuter Rail, Rapid Transit, Bus and Ferry systems, in addition to MBTA facilities systemwide. Responsible for delivering over 250 active projects, over a wide range of programs and project types, including Commuter Rail Positive Train Control ($460M); Red Line/Orange Line Infrastructure and Signal Upgrade Program ($1B); Commuter Rail Automatic Train Protection ($300M); Bridge; Tunnel; Stations; Power; Track; Signal and Communications projects. Oversee a staff of over 200, including project managers, engineers, architects, contract administration, resident engineers, inspectors and change order specialists.ACCOMPLISHMENTS:Restructured the Capital Delivery Department to better align with organizational and department goals, providing a clearer understanding of expectations and greater accountability for meeting performance metrics. Obtained an extension to the December 31, 2018 deadline for implementation of PTC and was one of only nine (9) passenger railroads to receive an extension to December 31, 2020 prior to the end of 2018. Awarded over $1.8 Billion in new capital construction contracts in three years (FY17 - FY19) as compared to $260M awarded the prior three years (FY14 – FY16). Increased year over year construction contract awards 215% between FY16 and FY17 ($110M to $345M); 85% between FY17 and FY18 ($345M to $639M); and 33% between FY18 and FY19 ($639M to $849M).Reduced the time between advertisement and award of construction contracts from 6-7 months to approx. 90 days.Approximately tripled the amount of Capital Spending on projects overseen by the Capital Delivery Department in three years, from less than $200M in FY16 to over $485M in FY19.Represent the Capital Delivery Department at Fiscal Management and Control Board Meetings, Legislative Briefings, City Council and Select Board Briefings.
