Led a team of 24, covering public affairs, television, creative services (graphic design and photography) and administrative. o Guided team to design, develop, and execute Cabinet Office events: Convening of the Legislature; Head of State Visits; Renaming of Airport; State funerals Developed and maintained excellent working relationships with the legislative body, other government representatives, and members of the media.  Collaborated with Bermuda officials, identifying their policy positions, key public affairs goals; as well as coordinated appearances & events and managed their participation. o Restructured department to align Public Affairs Officers with specific Ministries and subordinate departments to enable more efficient gathering and dissemination of information.o Instituted Government Identity and Branding Program synergizing look and feel of all government ministries.  Developed annual zero-based budget, approximating $3M. Prepared brief to enable passage through the Legislature. Monitored expenditures to prevent overages o Successfully advanced communication to local and overseas media (CNN, The Weather Channel, AP) on National emergencies, including multiple hurricanes.o Directed and oversaw addition of the Government’s first online emergency measures preparatory and information website. Project managed locating, building, outfitting, programming, staffing and launch of the first ever Government television station, launched in September 2007, in an effort to better inform citizens of Bermuda about the government, its programs, and its actions on their behalf. Directed media coverage, creative design elements and event management for the visit of Her Majesty Queen Elizabeth II and the Duke of Edinburgh, to celebrate Bermuda’s 400 years of settlement, managing government and traditional media outlets. Created pool system that converted coverage material to make it available simultaneously to local and overseas media organizations.

Legislative Agenda  Administered government-wide communications and brand development for the Premier, and the Premier's policy initiatives.o Spearheaded communication of the Premier’s ‘Social Agenda’ platform, Public Access to Information Legislation, Sustainable Development initiative, Independence Commission research, Office of the Ombudsman, Sustainable Development, Caribbean Catastrophe Risk Insurance Facility initiative and Ministerial salaries policy, creating, continually refining and implementing communication strategies through multiple mediums to convey key messages and themes at critical junctures.o Strengthened working relations across 13 Government Ministries and 60 Government departments to develop synergies between Ministries and the Premier’s initiatives.Annual Overseas Commitments: Participated in briefings and provided media coverage for the annual United States/Bermuda bilateral visit to Capitol Hill. Participants included U.S. Congress members of the House and Senate, the State Department and the White House. Topics included:o Bermuda International Business; barriers and opportunities – Senator Max Baucuso Coastguard security between the U.S. and Bermuda – Senator John McCaino Education – Congressman Charles Rangelo Government Communications exchanges – The White House Attended and generated press coverage for annual CARICOM meetings throughout the Caribbean; Overseas Territories Consultative Council meetings with the British Government and Risk Insurance Management Society Conferences in the United States.The Local Agenda: Authored speeches, interview questions, talking points, policy notes and recommendations, media responses, press releases, crisis communication, forewords, and sensitive correspondence, ensuring unified themes and messages across all channels. Oversaw meeting, press conference, and special event logistics, reviewing site layouts and protocol.

 Monitored and researched legislation considered by the United States Congress, promoting interests that aligned with Bermuda's governing policies. Created opportunities to promote information and understanding of a wide-range of Bermuda's policy goals. Designed communications campaign to strengthen the understanding of Bermuda as a well-regulated financial jurisdiction and educated legislators on the mutual benefit.  Identified and attracted candidates to invest or partner with Bermuda's public and private sectors, liaising with the U.S. Department of Commerce.  Successfully represented the United Kingdom and Bermuda in the successful effort to place a satellite in Bermuda's orbital slot. Spearheaded contact and framed discussion related to the development of a Bermuda Caucus with the United States Congress. Developed Model Gun Bounty/Gun Buy-back Program for Bermuda, interacting with U.S. State Department, CARICOM, and Miami Dade County, to research their programs in-depth. Initiated Bermudian Overseas Student Initiative, developing circular relationships between on-island industries and Bermudian students studying abroad, with the goal of attracting as many as possible back to Bermuda.

Provided strategic vision to define company goals and improve qualitative marketing research delivery. Formulated research questionnaire content and oversaw study recruitment. Collaborated with Webmaster to add online service offerings.. Increased business growth by 20%. Improved client service and retention, achieving an 80% renewal rate and improving communication between clients and firm.. Key involvement in producing research finding for the E-ZPass Project, the electronic ticketing system for tolls, initiated and now currently used in New York and then modeled by States across the country..
