* Introduced and implemented new model healthcare programs. In 1997, launched hospital funded outpatient care management program for unfunded patients with chronic diseases that frequent the emergency room. Program emphasis on patients with diabetes and hypertension with retrospective evaluation showing 62% decrease in emergency department visits and a 53% decrease in inpatient admissions.* Assumed responsibility for UTMB's Galveston 3-Share Plan with ~ 500 members. The 3-Share Plan was a two-year pilot with local foundation support and the first multi-share program in Texas offered to small business owners who previously could not afford to offer health insurance to its employees. Plan was continued after the pilot ended and is still operational. Revised plan benefit design resulting in a medical loss ratio reduction of 30%.* Developed detailed plan for Galveston County Clinical Data Repository or Health Information Exchange with several Galveston County partners. UTMB was awarded by the Texas Health and Human Services Commission - Texas Local Health Information Exchange grant program for a $75k planning grant for Galveston County HIE. Galveston County HIE later merged under the Greater Houston Healthconnect Health Information Exchange which covers a 20 county regional area. * Coordinated County Indigent healthcare contracts between UTMB and regional counties and hospital districts. Oversaw the coordination of county patient referrals and appointment processes. * Member of UTMB Health’s 1115 Medicaid Waiver team to coordinate Delivery System Reform Incentive Payment (DSRIP) projects for Region 2. * Served as internal consultant for UTMB's patient care activity at St. Vincent’s House in Galveston through the Nurse Managed Health Clinic and Free Student Clinic.

Restructured operations of unsponsored and sponsored patient access services through organizational improvements. Managed outpatient non-urgent unsponsored referral process to ensure the best use of university resources. Multidisciplinary non-urgent cancer referral process implemented to coordinate unsponsored cancer referrals among various departments.

Restructured organization to align operations with strategic goals. Managed eight primary care clinics and several specialty clinics with 180 employees and annual budget of $14.9 million. Charged with strategic planning and effective daily operations including financial, employee and facilities management.

Performed billing, purchasing, reporting and budget preparation for 21 outpatient clinics with 330 employees. Implemented physician incentive plan to drive physician productivity utilizing Relative Value Units productivity for ~ 30 physicians. Served as project manager for design and implementation of automated clinic financial statements using SRC software.
