I am an experienced government attorney, litigator, and legal strategist for both municipal public sector and private sector clients. I am lead legal counsel (Town Counsel) in several client towns of our firm and, in that role, I oversee the delivery of all municipal legal services for those Towns and represent them in litigation. I have significant experience in matters of municipal governance, litigation (both in trial and appellate courts), administrative law and proceedings, and Constitutional law. I have additional, broad experience in many areas affecting municipal entities including public records and open meetings, licensing, election, land use, zoning, and municipal finance. I also lead the firm's Energy practice with specific experience in the regulation and siting of energy facilities and other public service corporation and municipal utilities and infrastructure.

I served in the Government Bureau (Constitutional and Administrative Law Division) of the Massachusetts Attorney General's Office. There, I represented state agencies and officials in a broad range of civil litigation. I primarily defended against legal challenges to state statutes and regulations, suits that challenged state policies and programs, and suits that challenged the decisions of state administrative agencies. I also advised state officials and agencies in pre-litigation and other matters.As an Assistant Attorney General, I litigated and won cases in trial and appellate courts at all levels, including the Supreme Judicial Court, Massachusetts Appeals Court, First Circuit Court of Appeals, Massachusetts Superior Court, and the United States District Court for Massachusetts. This included representing the State in five cases in Massachusetts's Supreme Judicial Court, over thirty cases in the Massachusetts Appeals Court, and countless more in various other courts, both federal and state.

I worked as a senior associate in Goodwin Procter's Business Litigation and Securities Litigation and White Collar Defense practice groups. My practice included litigation of complex business disputes, representation and counseling of corporate entities during formal and informal government investigations, and conducting internal corporate investigations. I worked for a combination of large (Fortune 100) and small entities and on a range of issues. My work often focused on industries and areas of law with a significant regulatory presence and on the intersection of these regulatory schemes with complex business and other concerns. Examples of my work include:• Internal investigations: Lead associate managing numerous internal investigations for an international corporation on a wide variety of legal issues including: compliance with accounting rules and standards governing complex derivative transactions, international tax compliance, and allegations of improper dealings with government officials.• Regulatory Disputes: Lead associate on team representing a nuclear power plant in environmental re-licensing before a state administrative agency, implicating both federal and state legal questions concerning the availability and feasibility of implementing certain technologies to ameliorate the plant’s environmental impacts.• Business Litigation: Lead associate in several business-transaction related disputes, including pre-merger shareholder suits seeking to enjoin transactions and post-closing disputes alleging fraud and other improper conduct in connection with the transaction.

I served as an Assistant District Attorney in Woburn District Court on a six-month secondment from Goodwin Procter. During that time, I prosecuted a range of misdemeanor and minor felony cases through all stages of criminal proceedings, including trial.
