Helped lead the Army Team that got the Army to adopt the “DNA” program for all Active, Reserve, Guard, and initial training soldiers.

Developed Army’s strategy for protecting soldiers, civilians, and family members. Provided leadership to a workforce of more than 200 safety professionals. Managed annual operating budget of $12 million. Directed all centralized accident investigations, countermeasures for accident prevention, and safety education courses.Introduced and integrated The Risk Management Process into The Army’s major business practices, resulting in reductions in losses of more than $150 million, from 1992 to 1994. Standardized all Services in using the products of the Risk Management Process as the foundation of their Safety Programs. Transitioned Army Safety Center from five to two directorates, with a 30% reduction in personnel, yet increased productivity.Responsible for getting the Army to install new flight recorders in all glass cockpit aircraft, that provide maintenance data and information required for an accurate accident investigation. Established the Army’s ranking as the lead service in safety.

Directed maintenance, training, deployability, safety, and welfare for more than 16,500 soldiers while managing an operating budget of $30 million. Planned and executed air and sea deployment of the entire division from Fort Bragg to Saudi Arabia and back for Operation Desert Shied/Desert Storm.Supervised the employment of all organic and attached aviation assets throughout Saudi Arabia and Iraq. Directed logistics and personnel activities for eight months in Saudi Arabia and Iraq, achieving the record for fewest peacetime and wartime losses by any Army Division.Reestablished the requirement for a replacement system for outdated tanks.

Directed field of study concerned with senior leadership and management. Served as senior leadership education coordinator with other service schools, academic institutions and private sector organizations.

Oversaw discipline, morale, well-being, maintenance, training and proficiency for more than 1,400 personnel and the utilization and employment of 120 helicopters.Within one year, completely reorganized the unit, incorporating several existing organizations with three new ones.Developed and tested new doctrine and tactics on how to fight this new Brigade.As a result of the Brigade’s outstanding performance, I was selected for promotion to General Officer with only one year as a Colonel.Developed the operational requirement that resulted in the Army buying the OH-58D Kiowa Warrior helicopter.

Served in positions of increasing responsibility in operational units as a Second Lieutenant through Lieutenant Colonel; in Germany, Vietnam, North Carolina, and California. Taught at the US Army Armor School, Fort Knox, KY, the University of Maine, Orono, Maine; the US Army Command and Staff College, Fort Leavenworth, Kansas.
