Previously led teams for National Institute of Health's Center for Information Technology and other public and intranet sites, and U.S. Department of Transportation primary web site (www.transportation.gov) and multiple departmental sites (FMCSA, etc).

Provided Drupal development, as well as other web and general IT services for universities and multi-million dollar companies. Created complete sites, systems and full life-cycle projects for a variety of industries and applications. Personally developed university flagship web sites, fleet management and tracking systems, commercial lease management suites, online ecommerce systems, business-to-business-to-consumer networks, retail sales and inventory tracking systems, network installation, systems integration, custom development, general business consulting, training and more. During the initial coronavirus / COVID-19 pandemic, there were many unsung heroes working on the front lines, in regular contact with the public providing medical services (doctors, nurses, technicians, staff), essential services (food services, e-commerce, drivers), or social services (foster care workers, homeless shelters) but could not get the physical protection (masks, respirators, gloves, sanitizer) that they need to protect themselves, their families, and the general public from getting and spreading infection.Using our networks of overseas contacts and manufacturers in China we purchased Personal Protective Equipment (PPE) directly from the manufacturers and provided it either free or at-cost, helping tens of thousands of people in the early stages of the pandemic when no supplies were available locally. As a not-for-profit organization funded by our other business and donations, we were able to provide PPE to keep Baltimore City Schools feeding the city's children lunches when schools were closed, protected 911 Emergency Call Center workers, helped United Way protect its clients, provided mental health and social workers with safe barriers when working with clients, protected workers at many local businesses, and helped families protect and care for their sick and vulnerable family members, and helped local government and charities continue to offer their much-needed services to their communities. Closed down operations in June 2021 when all needed PPE products were easily available in normal retail channels.

Worked with a development team creating a state of the art affiliate management suite for clients running high-volume, high-availability sites. Developed fraud detection and mitigation systems, real-time statistics reporting systems, merchant account integration, real-time cash flow and payout statistics and a host of other key metrics through an elegant and customizable portal. As Computer Aid’s top level of consultant to Fortune 100 companies and universities, recreated a state university’s main web site by implementing new design, integrating custom-designed content management system, migrating existing content, creating search engine optimizations and related functions. Completely installed and maintained the university’s web servers. Provided training to university IT and marketing staff on programming, system and application security, Web 2.0 concepts, database techniques and related issues. For a Fortune 100 company, reverse-engineered and refactored multiple existing systems and processes increasing efficiency up to 90% while identifying and fixing previously undiscovered bugs that had been in the systems for years.

Maintained the operation of a network of over 170 Windows, Linux and Mac systems supporting 80 users in 10 labs in a variety of configurations including multiple private sub-networks. Trained graduate students in programming, implemented the first disk-based backup systems and the first terabyte drive arrays on campus (at a cost savings of 70% less than traditional off-the-shelf arrays).
