• Led the development of DHS’s Science and Technology Directorate First Responders Group (FRG) Strategy Implementation Plan, which included a focused research and development measurement and impact framework to help operationalize FRG’s FY2016-2020 Strategic Plan. This included facilitating workshops and conducting interviews to inform the final plan and ensure FRG’s $300M budget is making impact within the communities it serves.• Developed nine disaster costs data dashboards using FEMA’s open data portal and Microsoft Power BI. Dashboards are being used by state and Federal senior officials to inform future post-disaster funding policy. • Led research and strategy efforts to help DHS’s FRG and the Central United States Earthquake Consortium (CUSEC) operationalize situational awareness and decision support technologies that can support CUSEC’s member and associate states.

RESEARCH THEME 1: Disaster Information Management and Sharing• Analyzed qualitative data to understand information exchange behavior among disaster responders during a disaster response.• Created agent-based simulation to identify how organizational design affects information sharing during disaster response.• Designed and conducted qualitative research at the American Red Cross to understand the dynamic and complex information needs of disaster responders. RESEARCH THEME 2: Disaster Preparedness Training and Evaluation• Conducted literature review and qualitative research to develop a capabilities-based exercise framework for a Federal regulatory agency. The innovative framework links common response capabilities with relevant and specific exercise design challenges and evaluation techniques to better measure preparedness.
