Identified a non-compliant area of the company, then drafted a memorandum analyzing the legal ramifications of non-compliance, and then lead the project for implementing agreements for compliance with the HIPAA Final Rule. Worked directly with in-house and outside counsel to update BAAs for compliance with the HIPAA Final Rule. Researched and drafted an in-house memorandum analyzing changes the HIPAA Final Rule presents to Business Associates and Covered Entities as it relates to BAAs. Drafted a memorandum for the Chief Privacy Officer analyzing privacy concerns and data ownership of a multi-faceted Master Service Agreement and corresponding Statements of Work.

Conducted a 50 state survey regarding an international reinsurer’s ability to establish a branch in the United States. Summarized the COASTAL Act for distribution to the members of RAA. Researched and drafted a white paper for the RAA website regarding the negative implications of California Earthquake Authority’s position supporting a federally backed reinsurance plan instead of a stable private market. Drafted a white paper for the RAA website arguing private reinsurer’s capability to properly reinsure the Florida coastline opposed to the Florida Hurricane Catastrophe Fund, Florida’s current public reinsurance program. Finalized the RAA’s amicus curiae briefs before public dissemination on their website.

Researched and subsequently drafted office legal memoranda for general counsel relating to Missouri, Connecticut, and Minnesota lobbying laws. Reviewed detailed contractual obligations of the organization and then drafted a compliant vendor firewall policy for the organization. Drafted an office memorandum and briefed in house counsel on New Jersey campaign finance law. Researched the Internal Revenue Code and wrote office memoranda regarding fringe benefits relating to company assigned cell phones and personal usage. Completed forms for foreign incorporation and drafted office memoranda relating to sales tax exemption for 501(c) organizations. Researched state telecommunications tax laws and determined the lowest tax burden for the organization, saving over $100,000.

Assisted prosecuting attorney with trial preparation for a six count, $9,000 felony theft case. Personally reviewed evidence and discovered critical facts missed by investigators that led to conviction on all six counts. Drafted closing arguments and office memoranda pertaining to the use and transferability of $300,000 in county engineers funds. Developed prosecutor’s recommendations for Clerk of Courts on acceptance of surety bonds, and researched Title VII employment discrimination claims before the United States Court of Appeals for the Sixth Circuit.
