Bhaskar Jyoti Mahanta is a retired IPS officer who headed different offices and divisions throughout his career. He chaired the Special Task Force on Maoist ingress, making significant contributions through research and strategic recommendations that were well-received in government and academic circles. He played a crucial role in reshaping the Assam Police's special operations and Quick Response Teams (QRTs) into professionally structured units with a focus on standardized procedures in crowd control. His doctrines on community policing and women & children-friendly policing have been benchmarked among the best practices in the country. Furthermore, Bhaskar conceived and led “Project Aashwas," a pioneering initiative aiding over 1200 child victims of violence and insurgency in Assam, which has received recognition from the National Police Academy. Beyond Policing, Bhaskar runs a socio-cultural organization called Srimanta Foundation, which deploys effective peace-building methods among various communities for conflict resolution and peace. The foundation has many capacity-building programs across Assam, which aim to handhold households to receive government incentives, schemes, and subsidies. He is also a filmmaker and has received many national and international awards.He wishes to explore potential spaces for collaboration with National and International Civil society Organisations/Multilaterals/policymakers to build effective policy interventions in Assam, in livelihood, climate, poverty alleviation, health, and community-building among others.
