Oversees a cross-functional portfolio at the intersection of public policy, data privacy and security, emerging science and technology, election security, criminal justice, government surveillance, disaster and pandemic response, and equitable access to healthcare. * Emerging technologies, data privacy, and information security: Developed and continue to oversee information security and privacy practices that guide a 23,000-employee organization, protecting the data of two million residents. Worked with the Privacy Office to design policy and safety guidelines relating to the deployment of emerging machine learning and generative AI technologies in government. Developed policies to protect the integrity of elections administered by the County, in collaboration with County Counsel, the Privacy Office, the Information Security Office, and other internal and external stakeholders. Organized initiatives to share best practices on technology policy, data privacy, information security, and election security with other jurisdictions throughout California.* Criminal justice and surveillance: Led the development and passage of the United States’s first future-proof regulation controlling government body acquisition of general surveillance technologies, partnering with both internal agencies such as the Sheriff’s Office and external stakeholders such as the American Civil Liberties Union. Developed and oversaw numerous criminal justice reform initiatives intended to improve policing and jail operations within the County, which resulted in the allocation of billions of dollars in County funds.* Science policy and disaster response: Advised on policy and logistics relating to the COVID-19 pandemic, with a focus on widespread testing and vaccine distribution.* Equitable access to healthcare: Proposed, developed, and implemented a program to subsidize the cost of diabetes medication, EpiPens, and asthma inhalers for Santa Clara County residents.

Researched, wrote articles, and spoke at symposia on legal and ethical issues that arise at the intersection of science, technology, and policy, with a focus on privacy, algorithmic fairness, machine learning/artificial intelligence, and data ethics. Currently researching “low-hanging fruit” problems, areas of low technical complexity but significant social impact. Advised various nonprofit organizations on the application of computation and data analysis to complex social problems on topics such as human trafficking, exporting information from conflict zones, and others.

Advised the leadership of Crisis Text Line, a service that provides support via text message to individuals in crisis, on issues relating to privacy, fairness, and effective data analysis. Assisted in creating the rules for sharing data with academic institutions and with refining the analytical projects of various institutions to best take advantage of the information that was available. Contributed to the peer-reviewed article "Protecting User Privacy and Rights in Academic Data-Sharing Partnerships: Principles From a Pilot Program at Crisis Text Line" published in the Journal of Medical Internet Research.

Advised clients on issues relating to state and federal privacy law, as well as on other strategic and practical considerations that arise from the development and application of new technologies.

Researched, wrote, and spoke on how developing big data technology has altered the power dynamics among individuals, companies, and governments. Advised the California State Assembly and the UC San Francisco School of Medicine on issues relating to privacy and large-scale data analysis. Created and oversaw programs to help law students develop a deeper understanding of science and technology policy and pursue careers related to these topics.

Collaborated with senior leadership across the entirety of the company to shape and articulate a coherent, consistent, and forward-looking approach to privacy, civil liberties, and data ethics. Translated legal and policy considerations into guidance and specifications for ongoing engineering work. Led a collaboration with a nonprofit organization to analyze open source intelligence regarding the Sudanese conflict, tracking the movements of displaced individuals and geolocating military activities.

Served as a subject matter expert on numerous projects both within IBM and with external clients. Researched and advised clients on topics such as the interaction of novel of medical technologies with European Union data protection regulations and compliance of large corporate systems with the complex web of United States data protection and privacy laws.
