Roles and responsibilities:• Improve and ensure the implementation of laws and regulations related to anti-money laundering and countering terrorism financing (AML/CTF), including FATF 40 recommendations in all sectors regulated by the FRC and real estate market.• Develop the supervision guidelines of those organizations with the responsibility to report activities AML/CTF to the FRC and FIU, and conduct its off-site and on-site supervisions.• Examine organizations’ violations and weakness identified by supervision and to require improvement of policies and programs to fight AML/CTF. • Organize workshops, seminars, and training sessions to raise public and securities market participants’ awareness of AML/CTF.

Roles and responsibilities:• Formulations and implementations of policies to enhance security issuers, regulated entities conditions, corporate governance, domestic and foreign investors competition and confidence in the securities market • Creations and improvements of the legal framework for establishments of securities market infrastructure, new products and services • Integrations of securities market analysis, financial statements• Improvement of conditions to ensure transparency of information and justice of securities market• Making of projects and programs related to securities market development by cooperation with domestic and international institutions • Organizing of workshops, seminars and training with professional associations and other relevant institutions of the securities market• Promotions and improvements of public and securities market participants’ financial education• Cooperation works with government authorities and other professional organizations related to improving the legislation of financial sector and creating conditions to encourage security issuers and investors.

Multi-Sectorial Technical Assistance Project (MSTAP) in Fiscal Policy and Planning Department of the Ministry of Finance of MongoliaMSTAP supports the recipient's efforts to enhance its capacity for policy making, regulation and implementation in the fiscal, social, and financial sectors of changing economic circumstances in Mongolia, leading to a shift in government's priorities. The main benefit of the proposed restructuring is to provide the authorities with access to quality consulting services and training required to implement policy reforms in the current priority areas for fiscal management and financial sector stability. Roles and responsibilities: • Formulation of the Mongolian local budget calculations, introductions, research and relevant documents during the fiscal planning stages, including the Medium-Term Budget Framework and general governors’ budget expenditure ceiling stage• Leadership and guidance of local budget officers of 21 provinces throughout the fiscal year• Development of Financial Programming model designed by the IMF and its implementation in Mongolia• Forecasting analysis of Balance of Payment and Fiscal account utilizing the Financial Programming model.• Consolidation of the annual Local budget (revenue, current and capital expenditures)• Preparation of Local budget monthly allocations of all provinces• Calculations of financing sources for local development funds of all provinces Major achievements:• Successfully implemented the IMF Financial Programming model in Ministry of Finance.• Effectively planned the Local budget monthly allocations for the year 2015, 2016 and 2017.• Significantly contributed in the reformation of the Fiscal Stability law and Integrated Budget Law of Mongolia.• Reconciled the documents of Local budget planning and amendments for the year 2014, 2015, 2016 and 2017.

Roles and responsibilities:• Conducted comparative national debt management case studies of foreign countries including Japan, Turkey and the United States etc.• Carried out the calculation of "On-lending" financing portfolio with transactions consisting of borrowing funds from international market and lending it back to the domestic markets• Organized networking events for the young professionals at the Ministry of Finance Major achievements: • Performed an extensive research for the reformations of the “Debt Management Law” which was approved by parliament in 2015. • Carried out the “On-lending” calculations of Integrated Budget law 2013.
