As the Director of the Commissions Support Group at Joint Task Force Guantanamo was in charge of a 45 acre facility with hard housing and expeditionary housing to accommodate over 500 people, 90 vehicles, multiple buildings and office space, two courtrooms and nine SCIFs used in support of the Office of Military Commissions proceedings and their staff. Prior assignment was the Executive Assistant to the JTF Commander. Led development effort in plans and ran the largest construction project in 2010 converting 20 buildings into office space.

• Created the V-22 Training System Accreditation Program evaluating all aspects of training for all personnel involved with the V-22 and CH-53. This includes all coursework, instructor training programs and qualifications, aircraft operations, simulators, maintenance training devices, courseware, and other learning material.

• Test Director for the Joint Advanced Training Technology Lab at Joint Forces Command. Joint Development Integration Facility Lead Test Engineer assigned to evaluate systems being integrated into Joint Training exercises at that facility. Created the Joint Forces Training Certification Program evaluating systems used in large scale wide area networked training exercises such as Terminal Fury, Bright Star. Wrote certification analysis reports and prepared briefs for senior Joint Forces Command Staff to facilitate decision process as to whether to include evaluated systems in the Joint Forces Trainer Toolkit. These were predominately constructive simulations running on large scale distributed networks.• Expertise in the DoD acquisition process and analytical ability resulted in being continuously sought after to be key member of proposal teams resulting in numerous contract wins. Responded on short notice to requests for services and is always able to quickly analyze requirements, put together a plan of action, and write the technical and managerial approaches for proposals being submitted.• As Senior Program Analyst for PMA-205/275 led the V-22 courseware project and managed the cost, schedule, and performance for the project and coordinated all facets of the program for the Marines and the Air Force. Led a very large and diverse team of subject matter experts, military personnel, contractors, and civil service personnel.• Provided systems analysis support, project management, earned value analysis, engineering support, and cost account management support for the development of flight trainers for the F-18, Ch-53, and CH-46 aircraft for senior Naval Air Systems Command personnel.

• Analyzed workflow operations, restructured company for process improvement and wrote a complex software application to run the entire organization including billing, contact management, construction scheduling, inventory management, and routine service and warranty work. Implemented changes resulting in a 400% increase in profitability within one year• Worked with sales staff to establish cost and pricing models to increase profitability and ability to design projects that had not been attempted before I had joined the company due to lack of resident engineering expertise prior to his arrival.

• Lead System Engineer/Manager and Cost Account Manager for several simulator projects.• Project Engineer/Manager for the CH-46 flight trainer. This was the first transportable tactical weapons systems trainers including full control loading and visual systems for the Navy/Marine Corps that became the model for Marine Corps aviation Weapon System Trainer (WST) acquisition efforts.

• Lead engineering manager and systems engineer on numerous programs in the development of complex WSTs with program acquisition costs well over one hundred million dollars. Evaluated proposals and prepared briefs for Senior Executive Service members and Flag Officers in support of major acquisition milestone decisions. Prepared acquisition packages including requests for proposals, specifications, statements of work, and data deliverable items (achieved Defense Acquisition Workforce Improvement Act Level II certification).• Because of strong knowledge base in acoustic and electromagnetic propagation effects and became the “go to” individual for complex acoustic and radar simulation systems in the Command in high fidelity simulation systems.• Evaluated hardware and software designs and software development procedures provided IV&V services, acquisition planning and budgeting services on several projects with over 300,000 lines of executable code.• Wrote test planning and execution documents and conducted acceptance testing of several complex WST devices. Designed and wrote software applications that provided statistical modeling used to predict availability of systems based on component failure rates.• Led a major acoustic and display system modification for P-3s, S-3s, and SH-60 training devices. Mr Albin was the SH-2G WST Lead, P3 Update IV Trainer Lead and the P-3 WST program lead directing large (over 60 personnel) diverse teams including military, scientists, and engineers developing complex simulation systems for the navy.• Software Quality Assurance engineer for Army’s Conduct of Fire (COFT) program.
