Design and develop maintenance and operations hardware, software, and instructional manuals for the Metropolitan Atlanta Rapid Transit Authority's (MARTA's) Train Control and SCADA Upgrade (TCSU) project. Producing manuals for Alstom's Train Control Field Units (TCFU's), Train to Wayside Communications (TWC's), and Integrated Operations Control Center (IOCC). Also producing manuals for Kapsch (Transdyn) SCADA Field Units (SF's) and Quester Tangent's Fault Identification and Monitoring System (FIMS).

Responsible for the designing of instruction and curriculum and the facilitation of electronic courses covering the Airbus A320 fly-by-wire electronic system.

As the Director of the Keystone Development Labor Management Training Partnership I was a part of a statewide 501 C (3) non profit, grant funded, Training program that was formed to support Pennsylvania’s Industry Partnerships (IP’s) in Public Transit, Manufacturing, Utilities, Logistics and Transportation. Performed as a practiced specialist in forming joint labor-management (L/M) training consortium programs that provided a true “economy of scale” and allowed the Port Authority to produce training products and implement training programs that returned maximum value for every dollar in resources spent. I directed five (5) labor-management workgroups between the Port Authority of Allegheny County and the Amalgamated Transit Union local-85. Created a data driven process to develop training curriculum and courseware that was used to develop skill training for the 50 skilled maintenance job titles that made up the Authority’s five operation divisions (bus, rail, facilities,power and signal, and ways and structure). Coached these workgroups in being able to successfully develop, implement and manage an apprenticeship style career ladder program that provided the necessary education and training for the unique, complex skills and knowledge needed to maintain state of the art light rail vehicles, transit buses, fleet vehicles, facilities, track and overhead infrastructure, bus ways, etc.

Managed seven-day a week twenty-four hour a day maintenance operation for the West Mifflin division of the Port Authority of Allegheny County. Managed five maintenance supervisors and 102 mechanics, electricians, plumbers, electronic technicians and service people. Managed the corrective maintenance, preventive maintenance and servicing of a fleet of two hundred and thirty buses (57.5 million dollars of rolling stock). Managed twenty four million dollars in budgets for three departments: Transportation Operations ($15,151,000), Bus Maintenance ($7,965,000), Bus Service and Delivery ($706,000). Coordinated with the Pennsylvania Department of Transportation to ensure West Mifflin Division maintains full compliance with state’s safety inspection program. Fiscally responsible for control and oversight of a multi-million dollar materials inventory. Managed all facility improvement programs and federal capital request projects. Responsible for coordinating Federal Transportation’s Drug & Alcohol testing program. Responsible for training employees in Port Authority’s Equal Opportunity and Work Place Harassment policies. Wrote numerous Access database programs and Excel spreadsheets in performing operations analyst responsibilities. Managed labor relation issues and perform accident investigations.

Supervised, instructed and mentored maintenance personnel in proper maintenance practices, principles of operation, troubleshooting procedures, and maintenance concepts of buses and Light Rail Vehicles (LRV’s). Developed, instructed, and managed a successful preventative maintenanceapprenticeship program for buses and LRV’s. Conducted both classroom (theoretical) and practical (hands-on) training. Worked with the engineering department to develop equipment modifications to bus and railcar electrical, mechanical and pneumatic systems, and to develop and review design specifications. As part of new equipment procurement, managed documentation process and performed vendor quality audits, design reviews, first article and final acceptance inspections. Coordinated activities between the engineering department and the maintenance staff.

Manager of Air Traffic Control Radar Maintenance (NCOIC)Supervised two full time and six part-time electronic technicians on maintenance activities of the MPN-14K Air Traffic Control radar system. Scheduled, coordinated and performed on the job training on the MPN-14K. Build databases to track technician proficiency and recommend for promotion based on task qualifications and completion of formal training requirements. Ensured personnel under my leadership maintained a professional military image at all times and their behavior and performances reflected positively on the Pennsylvania Air National Guards and the United States Air Force.Manager of Quality AssuranceSupervised subordinates in the performance of managerial evaluations, personnel evaluations, and technical inspections on radio, computers, vehicles and radar equipment.
