About Bill Bannear
I'm passionate about the ThinkPlace mission: mastering design in complex systems, to deliver public value. I work with leaders in the public service, business and not-for-profit sector to imagine positive futures, and bring them into existence. I'm currently transitioning from leading the Singapore studio to launching a global service focussing on design across ecosystems, and accelerating the efforts of complex design consortia. In other words, helping diverse people across supply chains, sectors and societies to link up and break through on complex design challenges.As a fourth order designer, my work requires me to see issues from the strategic, systemic view, right through to individual human experiences. And it always involves brokering voices: between teams, between organisations, across and between sectors and more. What I'm really passionate about is how to design well with people: to get the process right, to get the right outcomes, anchored to the real world, people and all their complexity.I have an odd collection of experiences that helps me see issues in a new light, and help my clients create new, more effective mental models from which they can align and act. My career has seen me grapple with parliamentary affairs, law enforcement, anti-corruption, human services, insurance, health, tourism, environmental protection, immigration, customs, agriculture and more.Through all these sectors run consistent themes: building trust between tribes; using information to create intelligence that drives decision-making; grounding change in intent, not just pleasing the customer; and giving permission to ask stupid questions, so we can achieve more authentic understanding.

My role primarily entailed coordination of one of the agency's legislative functions, working with partner agencies. I developed and propagated expertise relating to this function, serving as a consultant to larger agencies.I led engagement with policy partners, drafted and finalised publications, including the Annual Report, and provided strategic policy advice and briefing to the Executive.
