He works with clients to transform the public experience of government, while delivering improvements in efficiency and effectiveness. Bill’s strength is the ability to cater for immediate needs while still keeping a creative eye on the big picture and future opportunity. As a facilitator, he encourages groups to explore a broad range of possibilities, before evaluating, prototyping and converging on an agreed course of action. He is able to reconcile conflicting views by identifying common ground and a vision for the future, using visual thinking techniques to create a common language and shared understanding.Bill supports the ThinkPlace Foundation through pro bono and low bono contributions. The ThinkPlace Foundation uses design thinking to make positive, systemic changes for and with communities. The Foundation has undertaken design projects in Africa, South Asia and Southeast Asia.

ThinkPlace takes a human-centred approach, defining organisational context, seeking opportunities for innovation, and designing solutions that create deeply improved human experiences.As an Executive Designer, Bill led projects within the Australian law enforcement and regulatory sectors to improve regulatory and compliance outcomes.

As an Assistant Director in a strategic support area, I worked in a small team to provide support to the Executive and broader agency. My role primarily entailed coordination of one of the agency's legislative functions, working with partner agencies. I developed and propagated expertise relating to this function, serving as a consultant to larger agencies.I led engagement with policy partners, drafted and finalised publications, including the Annual Report, and provided strategic policy advice and briefing to the Executive.

As an Executive Officer, I worked directly to an agency deputy head, providing advice and strategic support. In addition to managing and improving key processes within the office, I led strategic projects within the agency, including the development of key policies, inter-agency collaboration and engagement with the private sector. While with this agency, I established an 'ideas forum' to allow lower level staff a space to think collaboratively about high-level issues and potential new solutions.

Support Parliamentary committees to conduct policy and legislative inquiries. Committees included:- Senate Finance and Public Administration Committee;- Senate Select Committee on Regional and Remote Indigenous Communities; and- Parliamentary Joint Committee on Law Enforcement.This includes organising hearings, conducting research and briefing and drafting committee reports.

Advised the City of Kagoshima on international matters including sister city relationships.Translated and interpreted in an official capacity for the Mayor.

Assisted in office administration, academic research and conference organisation.
