Bill has taken on the role of VA WARN chair, while Patrick will serve as the vice chair. In two years, Patrick will be promoted to chair, when Bill’s term expires. VA WARN is a joint committee between the Virginia Water Environment Association (VWEA) and the Virginia Section of the American Water Works Association (VA AWWA). The mission is to “support and promote statewide emergency preparedness, disaster response, and mutual assistance matters for public and private water and wastewater utilities for natural and man-made events.”A network of “utilities helping utilities,” VA WARN helps water and wastewater utilities locate emergency assistance in the form of personnel, equipment, materials, and other services.The boards of VWEA and VA AWWA appointed Bill and Patrick to their positions. This is the first time anyone from Gannett Fleming has served VA WARN in a leadership capacity.By taking on roles with VA WARN, Bill and Patrick have established themselves as leaders in the utility incident response realm.

So when he retired from PSP in April 2013, Bill knew that he wanted to continue his IM/EM work.Since joining Gannett Fleming in 2013, Bill has contributed to IM/EM projects throughout Pennsylvania, as well as in New England, Virginia, and Qatar. He is based in the State College, Pennsylvania, office.Bill served as the project manager working with the Pennsylvania Emergency Management Agency (PEMA) to create task books for Incident Command System positions in the State Emergency Operations Center and various statewide PEMA positions. He is currently serving as the statewide strategic traffic incident manager for the Virginia Department of Transportation.High HonorsBill earned a diploma in police and staff command from the Northwestern University Center of Public Safety in Evanston, Illinois, in 2011. He served as his class president.
