Senior Program Manager experienced in planning, execution, and risk management in technology development and manufacturing environments. Includes experience in engineering applications, manufacturing, organization, management, team building/training, process development & implementation, and business development. Performed PM as a contractor / consultant for various companies in the Greater Cincinnati area from Jan 1999 thru June 2007 and from July 2012 working with companies in the Greater Cincinnati area and with L-3 CS-E in Camden, NJ.

Responsible for the technical, cost, and schedule aspects for the design, development, qualification and multi-year production option support of transceiver hardware and software for the Spider networked munitions communications system for the U.S. Army and the Intelligent Munitions Systems (IMS) communications system for the U.S. Army. Program manager for OT-TES (Operational Test – Tactical Engagement System) responsible for the technical, cost, and schedule aspects for the design, development, qualification and multi-year production of the Core Transceiver hardware and software. Currently, program manager for iNET TmNS Radio, MINT BAA, and Spider LRIP programs.

Focus was on product and system development and support, priority of projects, resource allocation, ISO 9001 System/Software/Hardware design control processes and Continuous Improvement, engineering tools, technology, cost reductions to existing products, strategic acquisitions, and operating and project budgets.

Systems Engineer & New Business Development - Responsible for full engineering development of a UHF Transceiver Radio System, software development for a communications network, technical applications engineering for new business opportunities and industrial process control systems.

- Provided design, development, integration, test and support of hardware and software systems for DoD and Government contracts and proposals. Applications included real-time and batch systems using computer based systems.- Project Engineer responsible for the management of the design and development of two (2) large computer based electronic warfare training systems.- Project Engineer responsible for the management, design, development, and qualification of the embedded digital control and analysis subsystem for a Communications Data Analysis System.- Senior Engineer responsible for the design, development and qualification of the microprocessor based command destruct decoder used on Delta Rocket launches.

Self-employed on a part time basis and performing electrical, heating, air conditioning and refrigeration installation and servicing. The majority of the work consisted of residential, light commercial and industrial. Responsible for estimating, material procurement, permits, calculating services on electrical and construction plans and providing consulting services on electrical and construction plans and sites. Maintained the necessary licenses, bonds and insurance requirements in accordance with Federal and State regulations.

Responsible for design and development of ground support computer-based test equipment for unmanned spacecraft. Also designed and developed hardware and software for telemetry and spacecraft data handling flight system experiments. Employed as a Co-op student from 1965 until 1969 designing digital and analog test systems.

Instruction for the Refrigeration Service Engineers Society (RSES) Electric Service Course for the Prince Georges County Adult Education Program. Course provided the basics of electrical control systems using classroom and shop instruction.
