As a Principal Scientist, I am responsible for conducting research in the areas of atmospheric propagation, remote sensing, thermal effects, and modeling and simulation.

Provided guidance to the corporation and direct contracts with regard to advancing technology in the areas of phenomenology, observables, remote sensing, and data analysis for National Security programs. Provided program management on Raytheon proprietary efforts. Developed a validation test plan for a national test site.

Directed international collaboration on research and development. Advised senior officials on a variety of international technical issues. Conducted research with scientists of foreign governments. Served on the NRO Chief Scientist Board to develop new thrusts for the NRO. Chaired an international executive group that coordinated and monitored international research. Chaired an international technical working group that performed international research in areas of interest to the NRO. Performed research with scientists from other countries that produced products useful to both the U.S. and the other countries. Performed an analysis on a proposed international agreement; proposed a modification to the agreement to protect national security; modification was used for several subsequent agreements. Directed diverse research teams from multiple agencies and foreign governments.

Advised the Defense Modeling and Simulation Office with regard to the modeling and simulation of environmental effects. Served as the Chief Scientist for the Dynamic Data Base Initiative of the Defense Advanced Research Projects Agency (DARPA), and served on the DARPA Technology Panel for the Continuous Tracking Initiative. Served on the Source Selection Evaluation Team, Joint Demonstration Project Office.

Provided exploitation and technical support to a classified program. Coordinated the activities of several Government agencies, international governments, and contractors. Led the Exploitation Algorithms and Tools IPT. Served as the Technical Advisor on the Sensor Redesign Team, the Spatial Registration Team, and the Resolution Team. Performed data analysis that was instrumental in developing requirements for sensor development.

Directed a research team in the areas of atmospheric physics, terrain scene modeling, cloud scene modeling, space backgrounds, environmental effects, remote sensing, and target signatures (both hard bodies and plumes). As the Program Manager and Principal Investigator for a number of technology-based contracts, led efforts involving mixes of analytical studies, sensitivity analyses, data analyses, and computer model development. Supported various hardware systems during the Preliminary Design, Design, Development, Testing, and Operational stages. Directed a team of approximately 20 researchers working on multiple contracts. . Led team recognized by the DoD as a national asset in the field of low observables technology. Designed the optical and infrared signatures and related signature reduction technologies for Tacit Blue (the first stealth aircraft), the B-2 Stealth Bomber, and a number of classified vehicles, as well as a number of vehicle concepts. Designed and developed state-of-the-art models in the areas of atmospheric propagation (MOSART, APART), hard-body (TARSIS, HEATX) and exhaust plume (SIRRM, EXPIRT) target signatures, background scene generation (GENESSIS, CLDSIM), in addition to signature evaluation tools (IRSAM, FIST) for the Intelligence Community. All models have become DoD/JANNAF-standard models and several are used internationally. Developed advanced phenomenological models that allowed advanced designs in sensor technology and low observable vehicles. Produced data sets that were used to establish contractual requirements, as well as to show that proposed systems would satisfy these requirements. The models allowed sensor performance and low observables to be accurately and realistically represented at the extremes of operating conditions. Delivered products on time and on (or under) budget.
