Principal Traffic EngineerCity Of Boulder Jan 2017 - Feb 2021Recent Update: Starting in December, 2018 I have been asked to be the Interim Co-Director of the City's Transportation Division. This means that in addition to my responsibilities as the Principal Traffic Engineer, I am also managing all elements of Street Maintenance (snow plowing, potholes, median maintenance, etc...) and I am also supervising Boulder's Airport Manager. It is anticipated that these added responsibilities will continue through 2019 and a portion of 2020.In November, 2019, I become the sole interim Director of Public Works for Transportation and maintained that position, along with my Principal Traffic Engineer position through January 13th. At that time the City hired it's new Director of Transportation and Mobility (Carlos Hernandez) and I have since resumed my role as Principal Traffic Engineer.---------------------------------------------------------------------------------------As the Principal Traffic Engineer, I supervise all transportation operations activities within the City of Boulder including traffic signals, street lighting, signs and markings, data collection, work zone traffic control, special event closures and traffic calming. I supervise two traffic engineers, who in turn supervise ten operations staff. I continue to collaborate with staff from many other departments and nearby jurisdictions on any issue associated with Transportation Operations. -
Transportation Operations EngineerCity Of Boulder Jan 1994 - Dec 2016As the City's Transportation Operations Engineer, I was responsible for determining street signing and marking (including policy on the placement of various signs and markings such as No Parking signs and the placement of pedestrian crossing treatments). I also reviewed and approved all facility impacts associated with work zone traffic control and special events. I oversee and reviewed all traffic data collection in the city including several annual count programs. I periodically reviewed accident data and develop hazard elimination improvements. I collaberated with our Police and City Attorney's Office on needed changes to our municipal ordinances and in operations within the City. I collaberated with our Planning and Development Review staff on transportation related issues resulting from development or redevelopment within the City. I collaberated with staff from Parks and Recreation, Open Space and Facilities Management on transportation related matters associated with City owned property. I collaberated with our Parking management staff on numerous issues associated with parking in and around our business districts. In addition, the City of Boulder is a very innovative, multi-modal communty so I was involved in the design, implementation and evaluation of numerous innovative multi-modal treatements. However, I spent much of my time responding to resident requests for changes in signing, marking or other traffic control. Towards that end I have been involved in the creation of the City of Boulder's Neighborhood Traffic Mitigation Program (NTMP) guidelines, and the City's Pedestrian Crossing Treatment Installation Guidelines (PCTIG). -
