As a Technical Program Manager/Senior Systems Engineer, I am responsible and accountable for the technical planning, Pricing, Program Requirements, System Architecture, Design, Development, Implementation and Deployment and Disposal to include system integration, verification and validation, cost and risk, and supportability and effectiveness analysis for total systems. Analysis is performed at all levels of system product to include: concept, design, fabrication, test, installation, operation, maintenance and disposal. I ensure the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints. I perform functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications. I apply advanced technical principles, theories, and concepts and contribute to the development of new principles and concepts. I work under consultative direction toward predetermined long-range goals and objectives. Assignments are often self-initiated. I determine and pursue courses of action necessary to obtain desired results. My work is checked through consultation and agreement with my peers rather than by formal review of superior. I serve as organization spokesperson on advanced projects and/or programs. I act as advisor to management and customers on advanced technical research studies and applications.

Managed a distributed, client/server environment; Network Administration, Multi-Tiered Tech Support (Help Desk), Network Security, and Telecomm at contracted locations, Domestic and International, for the U.S. Department of State (DoS) Air Wing, Bureau of International Narcotics and Law Enforcement, Patrick Support Division. Involved both CONUS and OCONUS hands on experience in strategic planning, budgeting, coordinating, design, integration, implementation, and assessment of multiple projects.Implemented a Wireless LAN/WAN solution integrating Satellite Data and IP telephony technology. Leveraged VoIP technology as a strategic communication tool to reduce long-distant charges and effectively join all contract locations to a central call center, enhancing Command and Control capability. Utilized project management methodologies and tools for planning and scheduling. Project met budget constraints and improved the quality of communication across the enterprise at all domestic and international locations. Implemented a Multi-Tiered Help Desk (Call Center). Developed a customer "Who We Are" IT pamphlet as a precursor to the roll out. The pamphlet included a Service Level Agreement (SLA), which defined roles for both providers and recipients of services and set reasonable user expectations that aligned IT response to business requirements in meeting and exceeding customer satisfaction. Provided ongoing capacity planning and design analysis of LANs and WANs. Utilized PC and NT-based network management applications to collect performance data, document network design.
