The $2.1 billion project is the largest contract ever issued by the CTA and involves the reconstruction, modernization, and build of 1.9 miles of elevated tracks, including bridges and support structures along Chicago’s busiest transit corridor, as well as the reconstruction and modernization of four of the oldest rail stations on the Red Line. -
Design Manager, Sound Transit Operations And Maintenance Facility EastStantec 2018 - Aug 2020Edmonton, Alberta, CaBill was the Design Manager for the Sound Transit Operations and Maintenance Facility East design-build project. The project site is approximately 28 acres and is located along the adopted East Link alignment. The $220M project involves design and construction of a fully functional light rail maintenance and operations facility, a track storage yard to accommodate 96 light rail vehicles, run around track, roadway and utility work, urban improvements, and interim trail improvements to the Eastside Rail Corridor. It also allows for planning and provisions for future transit oriented development. -
Design Manager, San Ysidro Land Port Of Entry Design-BuildStantec 2016 - Aug 2020Edmonton, Alberta, CaBill served as Stantec’s Design Manager for this $140M Design-Build project. As with all international ports of entry, space is a key consideration, especially when the facility needs to remain active 24/7 through major reconstruction activities. Bill’s initial project efforts focused on the new Virginia Avenue Transit Center and a temporary office complex allowing for the relocation of the majority of GSA and CBP staff. This effort was designed, permitted, and constructed in just nine months. The main portion of the campus required planning, reprogramming, and design of the new 102,000-sf northbound pedestrian processing facility; new overhead pedestrian bridges; and significant renovations to the Historic Customs House. -

This included analysis and reporting on the Locally Preferred Alternative, environmental studies, public outreach initiatives and detailed reviews of the guideway layout/alignment, preliminary bridge plans, OCS alternatives, maintenance and storage facility siting/layouts, vehicle and station selection/amenities, ROW requirements and drainage/resiliency recommendations. -
Project Principal, Central Mesa Lrt Extension Design-Build ProjectStantec 2014 - 2016Edmonton, Alberta, CaBill served as project principal for the new 3.2-mile LRT extension through Mesa’s downtown district. A number of stakeholders and consultants were involved to ensure the project’s success. Close collaboration with City staff resolved all challenges to do with right-of-way acquisition, design progress, utility coordination, and environmental concerns. Now completed, the $111-million LRT extension consists of four station platforms, three traction power substations, and a park and ride facility.
