Proud to be teaching the Government Business Finance course (LAW 2004) for the University of Dayton School of Law (UDSL) Masters Program in Government Contracting and Procurement Law. This graduate program was created for and is specifically taught by current and former government acquisition professionals. The program's students include personnel currently employed in government acquisition or those who want a career in government or industry contracting.

My current workload includes the following:- I created and teach the Financial Management Orientation Course for the AFLCMC Comptroller.- I teach the Financial Management and Cost Analysis Boot Camp for the AFLCMC Comptroller.- I teach the Financial Management Supervisory Survival Skills Course for the AFLCMC Comptroller.- I am the training program manager for my organization, aligning customer training requirements with available teaching resources and available funding.- I serve as the organization's strategic planning program manager.- I also work special projects as assigned.

Leadership of one of the financial management directorate's three divisions and a staff of 16. Responsibilities include:- Hiring, career development, and training of 1,600+ financial management professionals at locations including Wright-Patterson AFB, Eglin AFB, Hanscom AFB, Gunter AFB, Tinker AFB, Robins AFB, Hill AFB, Pax River NAS, Aberdeen Proving Ground, and Kirtland AFB.- Organizational design and manpower management for the AFLCMC Comptroller.- Management of the financial operations function to include audit program management, internal controls, quality assurance, and management operations.- Oversight of the IT function for the AFLCMC Comptroller including implementation and management of the Comprehensive Cost and Requirements System (CCaRS).- Co-Lead for the AFLCMC Commander's "Right Person, Right Place, Right Time" working group as part of the AFLCMC 100-Day Task Force.

Leadership of one of the financial management directorate's three divisions and a staff of 14. Responsibilities include:- Hiring, career development, and training of 500+ financial management professionals. -- Hired 212 financial management and cost estimating professionals. -- Developed the Air Force's #1-ranked training program for acquisition financial managers. -- Designed and implemented the organization's first succession planning process, identifying and developing 73 employees for future leadership opportunities. -- Improved the organization's staffing rate from below 90% to 99%.- Organizational design and manpower management for the ASC Comptroller. -- Served as the FM representative to the 5-Center Concept reorganization team. -- Served as the FM representative to the Wing/Group/Squadron reorganization team. -- Served as the Comptroller's program manager for implementation of the High Performing Organization (HPO) strategic planning effort.- Served as the Chief Financial Officer (CFO) for all the Directorate of Development Planning, the Personnel Directorate, and the Center's Command Section.- Management of the financial operations function to include audit program management, internal controls, quality assurance, and management ops.- Oversight of the IT function for the ASC Comptroller including implementation and management of the Comprehensive Cost and Requirements System (CCaRS).- Program Manager for the ASC Mid-Day Masters in Business Administration (MBA) Program -- Created and managed the program jointly with representatives from the University of Cincinnati's School of Business Administration. -- Graduated 57 people with MBA degrees. -- Was awarded the Air Force's Exemplary Civilian Service Medal.- Serve as the financial management functional representative to the ASC Acquisition Human Resource Team.

Responsible for acquisition cost estimating across the ASC program portfolio of over $50 billion to include Independent Cost Estimates (ICE), Program Cost Estimates (POEs), source selection Most Probable Life Cycle Cost (MPLCC) estimates, and sufficiency reviews of estimates done by outside parties. Led and managed a staff of 20+ professional cost analysts.

- Chief Financial Manager for an office responsible for the integration and implementation of acquisition policy across the center.- Led the SAF/AQ commissioned financial management policy review across the Air Force. Results were a significant reduction in acquisition policy regulations. - Worked as assistant to the ASC Vice Commander (one-star general) to implement center-wide acquisition improvements.- Managed both the organization's budget and the Command Section budget for the three-star center commander.

- Chief, Scheduling Branch, implementing schedule analysis and Schedule Risk Assessments (SRAs) across the center's portfolio of programs.- Chief, Source Selection Branch, leading a staff of cost analysts whose primary duty was leading source selection cost panels. Personally led two source selection cost panels on ACAT I programs.- Senior cost estimator on a variety of independent estimates for programs such as the F-22, C-17, LANTIRN, and T-1 aircraft.- Served as the Air Force Materiel Command's financial management representative to their Request for Proposal (RFP) Critical Process Team. -- Established numerous process improvements that are still in existence today. -- Awarded the Air Force Meritorious Civilian Service Medal.- Led the T-1 aircraft source selection cost panel.

- Chief, Propulsion Cost Estimating -- Managed 7 cost analysts who performed cost estimates on propulsion systems for the F-15, F-16, C-17, A-10, and Advanced Cruise Missile.- Chief Financial Officer (CFO), T-46 Trainer Aircraft Program -- Led a team of 4 financial specialists on the $4.3 Billion concurrent development and production program.- Trainee Development Coordinator, ASC Comptroller- Budget Analyst, ASC Budget Directorate- Cost Analyst, ASC Cost Division

Financial leader for an operational comptroller organization of over 500 budget analysts, accounting & finance technicians, accountants, and cost analysts.- Responsible for O&M budget analysis and execution.- Responsible for cost analysis activities such as Cost Benefit Analyses (BCAs) and base-level economic analyses.- Responsible for the entire accounting & finance function prior to the creation of the Defense Finance and Accounting Service (DFAS).
