Investigate, analyze and develop recommendations for the settlement of contract disputes and claims. I prepared proposals for settlement on behalf of the VDOT Construction Engineer, Chief Engineer and occasionally on behalf of the VDOT Commissioner. I investigated notices of intent to file a claim and met with VDOT field staff and contractors to resolve.
My primary function was the development of the Engineer’s cost estimate and the occasional preparation of contract documents. The estimate process involved field review of proposed project sites, review of the contract plans and specifications to insure consistency with current practices as well as the application of construction principles and experience.
My duties involved the inspection of on-going highway and bridge projects in order to insure that they were constructed in conformance with the plans and specifications. It was my job to maintain project records and prepare monthly progress estimates to insure prompt and accurate payment to the contractor. I also supervised subordinate inspectors.
