Dr Bill Lockhart retried as Chief Executive of the Youth Justice Agency at the end of August 2010. As such he was a senior civil servant in the Northern Ireland Office and latterly the Department of Justice (NI). Since retirement Bill has set up Lockhart Psychological Consulting Limited with his eldest son Patrick. They offer a range of services in both Ireland and Scotland based on the theme "leaders in well-being". Bill currently works 2-3 days per week delivering a number of contracts for Lockhart Psychological Consulting Limited. He is also active in the local community and is in the process of setting up a Men's Shed in Holywood - based on the successful Australian model which has delivered positive outcomes in terms of men's well-being whilst offering practical services to the whole community. He on the Working Group for Holywood Shared Spaces and Services.Bill is a Forensic Psychologist who has worked within the criminal justice system in Northern Ireland for over 30 years. More recently he served as Chief Executive for the Extern organisation from April 1994 to June 2004. He has longstanding knowledge and expertise in both community development and the role of the voluntary sector. He is active in a number of charities working with children and young people, including the Prince's Trust, Positive Behaviour Ireland (inner city Dublin Charity), Kinderhouse, and in various community and cultural affairs organisations.
