Bill graduated a year early from High School and enlisted in the United States Marine Corps in January 1975, was commissioned in 1985 as a 2nd Lt, and retired in August of 1998 as a Major. Upon retirement, he took a job with the DOE's M&O contractor managing DOE's emergency communications resources supporting DOE sites across the country. In 2001 he changed positions to become an internal technical adviser on Telecom/IT across the company. In 2002 he became a Project Manager with the same M&O contractor where he participated in needs definitions, requirement development, staffing and engineering design, execution, and closeout of many dozens of diverse and unique projects. Every Project Bill managed was executed on or ahead of schedule, and at or below cost.Specialties: State Department - 3 years, Telecomm/IT & scientific, Union Labor, contracts & procurements, salary determinations, & budgets. Internal experience with Federal Government make him uniquely qualified to understand how to remove the flaws in our Federal Government by removing the areas that are failing, and returning those responsibilities to the States where local accountability can be restored.
