Manages Refining maintenance and construction activity including planning, scheduling, constructing, monitoring, forecasting, resource allocation and cost control. Conducts detailed constructability and feasibility evaluations prior to construction. Ensures construction quality and completeness per design. Minimizes costs and disruption to refinery caused by construction / maintenance activity.Generates and implements construction / maintenance efficiencies including contractor selection and new technology. Prepares department safety standards reports and conducts safety audits. Implements safety standards and procedures during maintenance or construction, ensuring all activities are completed with a TRIR of .5 or less. Executes the construction of projects or execution of AFE maintenance within budget. Tracks construction change orders, maintenance job scope changes seeking approval from Engineering or Management before proceeding.Plans and executes construction activities for new and retrofit facilities during turnarounds and non-turnaround time frames. Schedules and coordinates a uniform schedule of projects within the Turnaround overall plan.Coordinates co-jointly with the Project Engineering Group for project planning, selection of contractors and contracts bid list, and work execution. Acts as a liaison between Operations, Mechanical and Project organizations for smooth and timely project or AFE maintenance execution. Arranges for resources from Routine Maintenace to efficiently execute construction. Supervises and provides direction to a group of 3- 6 direct report Valero employees. Supervises and interacts with multiple contractor disciplines and company managers.
