Played lead role in developing and establishing a Fatigue Risk Management System to help the Federal Aviation Administration (FAA) manage human fatigue associated with nationwide 24X7 Air Traffic operations. Lead data analytic initiatives; coordinated and provided input into scientific research examining fatigue among FAA personnel; and helped develop mitigations to reduce risks and hazards.Plan and facilitate meetings of the FAA Fatigue Safety Steering Committee (FSSC) and other groups through which FAA management and labor collaborated to evaluate and address organizational and operational problems, define and assess risk mitigation strategies, and develop or revise policies. Plan, develop, and coordinate enterprise-wide training programs and communications. Provide fatigue risk management and other consulting support for airlines and other clients.

Created national telework and flextime program expected to deliver $3M in annual savings, reduce turnover, and improve recruiting leverage; Developed a training curriculum enabling company to maintain ISO 9000 certification while reducing training costs. Oversaw $20Million portfolio of projects for the Veterans Administration and expanded the business by leading capture and developing the winning proposal for a new, $16billion ceiling, contract vehicle (T-4). Led logistics and facilitated the conceptual design for implementation of an SAP-based system to manage billions of dollars of loan and grant programs for US Department of Agriculture (USDA).

Planned and assisted in the establishment of a new agency that manages the information technology infrastructure of the US Department of Agriculture. This new Information Technology Services entity has over 800 employees and manages the IT infrastructure for 45,000 customers within other USDA agencies. Mr. Yoder led stakeholders through collaborative processes to architect and implement the new ITIL-based organization. These efforts focused on the definition of the operating model for the new entity including the definition of business processes, organizational roles and responsibilities, service level agreements and other essential strategic elements. Mr. Yoder coordinated with Six Sigma focused efforts to improve service delivery, spearheaded the development of a strategic plan, facilitated operational and contractual arrangements between the new organization and its customers; implemented an organizational Project Management Office, implemented a portfolio management program, and wrote associated policies and guidelines.
