Lead a team of 10 Construction Managers across the northeast region with nearly 50 DG solar projects totaling approximately 250MW in various stages of construction. These included rooftop, carports, ground mount fixed and trackers, as well as BESS. Concentrated on project execution from LNTP through COD but also collaborated with Development, Project Controls, Contracts, Schedulers, etc.

Oversee all aspects of construction on numerous Solar projects. Interface with the entire project team, Safety, Environmental, Engineering, Contractors and Sub-contractors, Clients, Landowners, Utilities, etc.

Oversee the construction, testing and commissioning of the POI and collection substations as well as the construction of the O&M building on a wind farm in the Midwest. Worked with the EPC’s Project Management and all their on-site personnel on safety, project engineering, environmental, procurement, etc. Interface with local officials, landowners and the local utilities / off takers. Manage contractor billing, schedules, Change Orders, RFIs, field engineering, and all associated documentation. Assisted in all other areas of the project whenever possible as well as filling in for the Site Manager while he was on rotation.

Project Overview: A new 300MW Wind Project in the Mid-West consisting of 150 Vestas V110-2.0 MW turbines, two EHV substations, a 15.25 mile 345kV transmission line, an extensive 34.5 kV underground collection system, plant SCADA, temporary and permanent MET towers, and an O&M building. With over 600 workers on site from various crafts during peak construction, achieved over 500,000 man-hours without a recordable incident. Responsibilities: Tracking all progress, working closely with the contractor’s Project Managers and Site Managers on schedules, recovery schedules as needed, QA/QC, Change Orders, field engineering, all documentation, etc. Interfaced with several utilities, local officials, the contractors as well as their sub-contractors, safety, engineering, landowners, vendors, procurement, environmental, IT, project management, business development, contract management, as well as testers, the commissioning team and the operations & maintenance group. Additional responsibilities included, but were not limited to, working on close-out packages and the coordination of the plant handover from the Construction to Commissioning Teams. Also assisted in contract reviews, changes and implementation for this project and future ones. Worked with HSEQ on a Safety Recognition programs.

Oversee the construction, testing and commissioning of a new ABB 230kV / 21kV Static Var Compensator (SVC). This was a Greenfield project built from the ground up with the main equipment including four single phase transformers, cap banks, reactors, disconnects, etc. and a new control building. Responsibilities: All aspects of the project in the field. Oversaw 50+ workers from various trades ensuring all work met project design and specifications. Other responsibilities included: environmental, health & safety, material management, site security, all reporting, meetings, schedules, schedule of values, change orders, contractor payment applications, as built drawings, field engineering, etc. Interfaced with the client, EHS personnel, local municipalities, all contractors, engineering, procurement, vendors, etc. Achievements: Initiated and maintained a weekly safety award program for all workers.

• As part of the C&P Division, managed the construction, testing and commissioning on a variety of EHV substation upgrade projects. Also managed a major Solar Farm expansion project in Canada. Responsible for all aspects of the site management role on all of these projects. • As part of the Telecom group, completed several projects for the TLC / TMP upgrades at PSE&G substations. These included installing transformer monitoring on the station transformers, Regular and Back up Differential relay replacement, as well as Feeder Row and SCADA upgrades. Managed all aspects of these projects including scheduling, coordination, environmental, resource recovery, safety, outages, Division Relay personnel, contractors, etc.

Managed the replacement of a 230kV transformer at a PSE&G substation. This involved dis-assembly and removal of the old unit and the assembly / installation of the new transformer in a small energized yard. The work also included replacement of both the T-1 and T-2 transformer containment areas, replacing a 230kV line disconnect with a new Live Tank Breaker, installing new transformer monitoring equipment, upgrading transformer differential protection and installing new SCADA.

Managed the Phase II portion of a complete overhaul of the PG&E ARCO 230kV to 70kV station in southern California. This portion of the project consisted of adding three new single phase 230/70/13kV transformers, a 13kV tertiary bus, a 70kV regulator, new 70kV breakers as well as all associated protective relays. Oversaw all contractors on site. Worked closely with GE engineering and upper management.

Oversaw the construction of existing substation upgrades for PSE&G. Supervise contracted union workers during equipment removal and installation, associated wiring, testing and energization. Assisted in creating “write ups” to maintain circuit protection during the transition of replacing old equipment with new. Some additional responsibilities include, contractor billing, project schedules, supervising project LOTO, verifying design accuracy, making field changes as necessary and producing and maintaining all site records. NERC-CIP Certified.

Field managed the construction, test and commissioning of EHV substations designed by MSE for Wind Farms and Co-Gen Plants. Coordinated on site engineering and procurement, directed contractors in their daily tasks and worked closely with Engineers on design changes. Also worked as a liaison between all contractors, utilities, vendors and the client. Oversaw and inspected work to ensure it met engineering and project specifications. Verified Change Orders and prepared as-built drawings. Attended daily, weekly and monthly meetings. Performed safety audits on site personnel. Maintained site records, drawings and specifications, prepared reports, tracked man-hours and project completion percentages, etc.

An onsite position to oversee civil, electrical and testing contractors in the performance of their duties during the construction of new high voltage substations, existing station upgrades and retrofits for National Grid. Verified work being done met Scope of Work, Prints and Specifications for the project, as well as meeting all safety requirements. Attended pre-construction meetings, assisted contractors with Site Specific Safety Plans and performed evaluations on contractors. Maintained all site records, prepared reports and tracked man-hours and project completion percentages, and closeout paperwork. Performed safety audits on site personnel. Worked closely with Engineers on design changes, upgrades, Bill of Materials, etc. Worked as a liaison between various departments within the utility and its contractors.

While working with several contracting companies, supervised crews of electricians performing generation plant / substation equipment installations, retrofits, electrical upgrades, panel wiring, etc. in various locations across the country. Fabricated Continuous Emissions Monitoring Systems (CEMS) for GE. Also, researched and developed One Line drawings for large industrial facilities, and worked on Arc Flash studies.

Perform testing on all types of substation equipment including, transformers, OCB and SF-6 breakers, generators, bus work, bushings, LA’s, PT’s, CT’s etc. Testing included: oil samples, Insulation Resistance, Contact Resistance, Power Factor, TTR, Breaker Timing, Thermal Imaging, etc. Used all types of test equipment from Meggar, Doble, High Test, etc. Also performed Transmission Line Carrier Testing. All testing performed was to NETA Standards.

As a Traveling Operator, responsibilities were to operate and maintain Hydroelectric Generation Plants and Substations. This involved adjusting plant power output, CFS, reactive power, etc., while ensuring compliance with FERC and DEC guidelines. Performed normal and emergency plant start-ups, sectionalizing, high voltage switching & tagging of lines and equipment, etc. Substation maintenance included troubleshooting and fault isolation, testing, repair or replacement of equipment and minor substation/plant construction. Also worked as a Hydro-Plant Maintenance Mechanic.

As a Head-end / Line Technician, in Albany, NY, was responsible for troubleshooting, repairing and the calibration all Head-end Equipment, Trunk and Feeder Lines and Line Amplifiers. Performed system sweeps and balancing, and assisted in the design and construction of new circuits and extensions. Used various test equipment including cable locators, power meters, Time Domain Reflectometers, CLI detectors, multimeters, etc. Supervised and trained technicians of a lower grade.

Worked as a Technical Supervisor in the construction, operation and maintenance of new and existing satellite earth stations, microwave hubs and fiber optic circuits. Station O&M was 24/7/365. Troubleshooting on the digital and analog circuits, station equipment and network was to the board level to minimize down time. Other duties included overseeing staff, a site budget, purchasing, scheduling, safety programs, etc. Created and initiated a comprehensive Preventive Maintenance plan for all onsite equipment. Reported daily to the FBIS / CIA Langley VA.
