Bill Effinger has several decades of hands-on experience as a small business owner, real estate developer; builder of homes and commercial projects, a forward planning consultant and land acquisition specialist. Effinger's negotiating and marketing skills are exceptional.Elected Mayor of Buena Park California in 1950, Effinger has been a long time member of the National Association of Home Builders (NAHB). He was an appointed member of the NAHB Marketing Committee, National Education Chairman of the Remodelers Council and has had many of his cogent industry related articles on marketing and management published in the NAHB Business Journal, National Association of Realtors Magazine, Boston Business Journal, and Builder Magazine. The company: “New Dimensions for Living” was formed by Effinger in 1982 to design and build two prototype affordable housing products, one in San Diego’s North Park and the other in Golden Hill, which won an award from the San Diego Housing Commission for “The Most Creative Affordable Housing Concept" in 1985. The concept was acquired from Effinger by a national public building products company in Boston Massachusetts in 1987. The original concept remains viable today. Formerly a commissioner of the Escondido, CA Housing Commission, Effinger has an excellent track record for receiving government approvals for large and difficult commercial and residential development projects. He has applied his passion for, and experience in affordable housing projects to create and assist builder clients in that field. Effinger also created a computer based business management tool marketed internationally in 1991 as "The Competitive Edge" licensing it to Bird Construction Software, Inc. a subsidiary of Bird Incorporated of New England.Effinger is a licensed Commercial Real Estate Broker/Independent Contractor, Managing Principal of New Century Consulting, and a past member of the Kitsap Home Builders Association.

CaLBOC is an all volunteer, non-partisan association of Citizen Bond Oversight Committee (CBOC) members, current and past, who are interested in helping other Citizens' Bond Oversight Committee members. CaLBOC was formed in 2006 by CBOC members trying to find better training to help them perform their duties. Our first training session was held in San Jose in 2007, and we incorporated in the State of California in 2008. In 2009 we were recognized as a 501(c)3 charitable organization by the IRS.
