Coordinates technical authority efforts for the NAVSEA Chief Engineer across a 600 person organization in areas spanning design, new construction, and in-service for ships, submarines, aircraft carriers, and combat systems. Works with acquisition program offices and Fleet to balance technical risk management with program execution. Coordinates efforts across NAVSEA related to lessons learned and technical findings from the 2017 surface ship collisions.

Navy Major Program Manager. Directed all aspects of cost, schedule, and performance. In a newly established program office, simultaneously managed integration, test, and in-service fielding for two separate variants of LCS and initial requirements, design, and development for the new Frigate. Led comprehensive study to select the combat management system for the new Frigate and developed first acquisition plan. Completed LCS Independence Variant first Combat System Certification on time for first-of-class deployment while also supporting emergent addition of an over-the-horizon missile capability. .

Managed budget development and prioritization for LCS Mission Modules and in-service shore infrastructure. Authored Capability Production Documents for Surface and Mine Countermeasure Mission Packages. Coordinated with Joint Staff and DOT&E to update operational test approach for LCS Mission Module incremental capability delivery. Developed initial requirements for LCS surface-to-surface missile now in Fleet use.

Led a Navy Capital Working Fund test organization of more than 75 personnel with an $80 million budget. Directed all aspects of testing including planning, safety, training, and execution for various programs including STANDARD Missile-6 and Naval Integrated Fire Control- Counter Air. Managed Desert Ship as a surrogate land-based ship combat system to provide operationally relevant test capability and in support of concept development for Aegis Ashore. Leveraged test team expertise to support evolving capabilities in hypersonics and lasers.

Acting Commanding Officer of Naval Surface Warfare Center Corona, a NAVSEA field activity with a mission as the independent assessment and analysis agent responsible for gauging warfighting capability of U.S Navy ships and aircraft; as the metrology and calibration agent for the Navy and Marine Corps; and the range systems engineering agent for Navy and Marine Corps tactical training ranges.

Executed of all aspects of research, development, integration, test, and production of the Littoral Combat Ship Mine Countermeasures Mission Package hardware, software, and Participating Acquisition Resource Manager (PARM) provided Mission Systems. Managed an annual budget exceeding $70 million. Coordinated initial Mission Package requirements with OPNAV leading to approval of the Littoral Combat Ship Capabilities Development Document (CDD).

Managed mission systems hardware and software baselines for all ships, aircraft carriers, submarines, and critical shore support facilities with a mission to ensure all proposed modernization efforts were tested, mature, and interoperable before being installed. Worked directly with Fleet Commander staffs to resolve high impact combat systems issues. Led a group of Strike Force Interoperability Officers, located at fleet concentration areas, assigned assigned to coordinate interoperability efforts for deploying strike groups. Established the Navy C5I Modernization Conference to review and approve modernization plans.

Engineering project manager responsible for executing ship repair availabilities with industry partners on cost and schedule. Managed the command's drydocking program, completing all research, calculations, and inspections to drydock ships in Jacksonville FL, Ingleside, TX, and Mobile, AL. Completed an engineering analysis to support use of a railway drydock for FFG 7 Class ships.

Aegis Fire Control Officer for a new construction Destroyer. Responsible for Aegis fire control system, combat management system, hardware and software, Vertical Launch System (VLS), and Advanced Tomahawk Weapon Control System (ATWCS). Supervised system integration and test at Bath Iron Works new construction yard. Conducted Missile Test events for acceptance trials.

Responsible for operation and maintenance of THE gas turbine main propulsion plant for a U.S. Navy Frigate. Additional duties as Anti-submarine (ASW) and Surface Warfare (SUW) Evaluator executing Harpoon and ASW combat mission scenarios.
