Established and led a group devoted to eco-asset quantification, measurement, monitoring, valuation, and natural resource survey and analysis for climate change/carbon sequestration projects, land use management, infrastructure improvement, and biodiversity/habitat conservation programs. Introduced spatial analysis (geographic information systems and remote sensing) into Winrock’s work. Created and provided leadership to a world-renowned high-performance team of masters and PhD scientists and technicians (including Nobel co-laureates from the Intergovernmental Panel on Climate Change) who developed now standard methodologies and protocols for Reducing Emissions from Deforestation and Degradation (REDD+). Led the team that relaunched the pioneering Greenhouse Gas Registry as the American Carbon Registry – now one of only two approved Offset Project Registries for the state of California compliance program.

Created and grew a $7 million Innovation Investment Program (internal grants, Innovation Program Officers, conceptualizing and launching market initiatives including smallholder irrigation, information and communications technologies for international development, water services, bioenergy, carbon markets). Led the team that created the John D. Rockefeller 3rd Scholars Program for planning and research grants to transboundary multidisciplinary teams in South and Southeast Asia on pressing problems in environment and development. Established strategic partnerships including representing Winrock as a founding member of NetHope and being point person for negotiating and managing the amalgamation of the Environmental Resources Trust into Winrock. Secured four full-time Cisco employees via the Cisco Foundation to imbed at Winrock for a year to modernize its knowledge management, project management information systems, networking and connectivity, and internal IT management. During this period, also incubated and served as Managing Director for two implementing units: Clean Energy and Ecosystem Services.
