As a government relations liaison to state chapters of the National Bleeding Disorders Foundation from Hawaii to Michigan I'm so pleased and fortunate to be helping people with hemophilia and related bleeding disorders become more effective public policy advocates with their respective state governments.In addition to addressing health care policy developments in state legislatures and regulatory agencies our state government relations team helps build the grassroots advocacy capacity of the bleeding disorders community in more than fifty local nonprofit chapters nationwide. Among our priority issues are payer utilization management practices, patient out-of-pocket expenses, Medicaid management of hemophilia, gene therapy, ACA and Medicaid state waivers, pharmacy standards of care, rare disease advisory councils, and prescription drug affordability boards. I work closely with other patient advocacy organizations, health care providers, drug manufacturers, and payers to ensure that people with bleeding disorders have timely access to high quality medical care and services, regardless of financial circumstances or place of residence.

Bend, Oregon

As COAR's first GAD I created and managed a comprehensive government affairs program from the ground up for the second largest Realtor association in Oregon. Through a period of significant change (four CEOs in eight years) I was the steady public presence of the real estate industry. Collaborating with allied groups we advocated for land use reform, economic development and affordable housing in the region's three counties and six cities. Building productive strategic relationships was key to our success. I organized regular informal meetings in each county and city between local Realtors and planning staffs, and represented the association with local media, other trade associations, and on public and private sector advisory committees. I developed policy positions, analyzed legislative and regulatory proposals, and testified before city and county elected officials. With a strong focus on member service I communicated policy and political developments through newsletters, email and presentations before affiliate groups and MLS tours. As a senior staff leader I participated in Board strategic planning and annual budget development. I also led a successful political action committee, recruited local candidates for public office, and developed and hosted campaign training programs. During my eight years of service I also built strong relationships with Realtor association colleagues and successfully navigated the complex structure and culture of the National Association of Realtors to secure grant funding for various local political and public policy projects.

Atlanta, Georgia

Through a period of association leadership and cultural change I was responsible for developing and implementing a comprehensive government affairs program for the nation’s largest local home builders association. The GAHBA team provided government relations service to association chapters in the nine-county Atlanta metro region. I supervised seven staff in three departments as well as a contract public relations consultant. Externally I represented the industry on public policy coalitions with diverse stakeholders and served on numerous committees and Boards. Internally I was the staff leader of the association's government affairs committee, political action committee, legal defense fund, independent buyers cooperative, two independent councils and affiliated foundation. I supervised the writing and editing of all the association's print and electronic communications. During my tenure I stabilized a department that had experienced frequent leadership changes and instilled an entrepreneurial and customer service ethic in our departments.

Hershey, Pennsylvania

I followed the association's longtime popular founder during a time of great opportunity for one of the state's most prominent manufacturing industries. I capitalized on my predecessor's foundational achievements by advancing the association's ambitious political and public outreach goals. I led the association and its educational foundation with an entrepreneurial attitude based on customer service and change management. I supervised three staff and a contract PR consultant. I developed, coordinated and implemented the association’s public policy agenda with a supportive board and strong government affairs committee. I raised grant funds and managed public outreach and education projects for the association's 501c(3) affiliate. I also coordinated the operations of a seventeen member board of directors and several committees. Toward the end of my tenure I focused on reinvigorating an underperforming industry trade show with a new marketing push and a funding partnership with the state, and I developed a long term funding plan for the association that included a revised dues structure.

Washington D.C. Metro Area

I played an instrumental role in advancing the public policy agenda of the U.S. oil and gas industry by monitoring, analyzing and communicating daily congressional activity in energy and environmental policy. In my years at API I developed a thorough understanding of federal legislative and regulatory processes and numerous policy issues impacting major manufacturing industries. I also represented the association on coalitions and technical and legislative strategy groups that included most of Washington, DC's business lobby.

As one of twenty recipients nationwide of the prestigious annual Sea Grant Fellowship I served as a committee staff member for Sen. John Chafee (R-RI). During my fellowship I brought my scientific background to bear on committee efforts to reauthorize the Endangered Species Act and other major wildlife conservation laws. I researched and analyzed natural resource and environmental issues, legislative proposals and federal agency actions. I provided minority committee counsel and Sen. Chafee with prepared remarks, testimony analysis and witness questions needed for several ESA reauthorization hearings. I also worked with diverse interest groups, federal agencies and other Senate and House staff to develop public policy and legislative strategy.
