Bill was appointed on Nov. 2, 2013 by the university to teach in a new International Master of Public Health (IMPH0 program created in 2013. It is a full-time graduate program newly established by the Tsinghua Research Center for Public Health (TPHRC) which started in 2010 headed by its Director Prof. Jing Jun. As a member of a team under the Director of the Tsinghua University of Health Communication, Prof. Li Xiguang, he took a leading role in creating the syllabus and teaches a core course on "Strategies in Health Communication" in this program.

A joint Chinese - foreign project that will analyze the status quo of CSR and Green Development in China resulting in policy recommendations that will be made directly to the State Council in November 2013.

Retired from Bayer in July 2011 after 25 years with the company - of which 24 years were spent continuously working in China. Pioneered the start-up of Bayer's first representative offices in Beijing, Shanghai and Guangzhou in 1987 and was the first foreign expat posted to Mainland China to reestablish a presence, operations and investments for the company since operations moved to Hong Kong in 1949. Headed up the Crop Science Business Division form 1995-98 and pioneered Bayer's Corporate Communications for Greater China in 1998. Also created the first Corporate Social Responsibility Division for Greater China in 2007.Examples of key CSR initiatives created for Bayer:• Conceptualized and implemented Bayer’s Sichuan 2008-09 earthquake employee volunteerprogram• Created an artificial wetlands project with an accompanying environmental education program on water, in partnership with the Western Academy of Beijing and the Jane Goodall Institute China• Started and continue to maintain Bayer’s partnership with Special Olympics: special schoolssponsorships, hiring of intellectually disabled persons, creation of staff volunteer opportunities,and sponsorship of the 2007 Special Olympic Summer Games in Shanghai.• Co-founded a public health media studies program at Tsinghua University• Conceptualized and mapped out a comprehensive long-term rural development model for povertyreduction, addressing environmental issues, training, public health, livelihood creation and communitybuilding in Chongqing
