Billy Chen is the Lead, Public Policy and Issues Management, Global Government Affairs at UL Solutions, and was the Manager of China Government Affairs(GA) at Underwriters Laboratories(UL), with the responsibilities to enhance GA work in China as well as strategic alignment with Global GA team and other functions.Before joining UL, Billy was the External Standardization Manager of Philips IP&S, and was responsible for formal standardization, conformity assessment, market surveillance as well as related laws & regulations.Billy joined Philips IP&S (Intellectual Property & Standards) in 2004, and acted as IP Counsel from 2004 to 2006, where he was responsible for IPR PR&GR activities and research cooperation projects with Chinese universities. Prior to joining Philips, Billy worked in several law firms, specializing in the fields of Finance & Investment and IPR. Billy has been elected as Vice Chair of European Chamber Standards & Conformity Assessment WG from 2008 to April 2012, and has been elected as Vice Chair of European Chamber Quality and Safety Services (QS) Sub Working Group since April 2012.Billy graduated from Sichuan International Studies University (B. A.) in 1998 and from School of Law Tsinghua University (LL.B.) in 2001.
