I served on the Board of Commissioners for Doña Ana County from January 1, 2011 to December 31, 2018. In New Mexico, County Commissioners are limited to two consecutive 4-year terms. My purpose in seeking public office was to help make our region a good place for everyone who lives and works here. I brought diversified educational and work experience to this effort, as well as a personal connection with the Southwest. I approached the work of a Commissioner with a willingness to exchange ideas, an openness to collaboration, and a fundamental belief that positive change is possible.Three generations of my family have lived in southern New Mexico. I grew up in Las Cruces near the heart of the Mesilla Valley. After college I worked in both the private and public sectors, including a 26-year career in architecture and management with the National Park Service. Over the years I’ve had the opportunity to care for many of our national treasures, led organizations with hundreds of employees, and been responsible for millions of dollars in projects and annual operating funds. After retirement I returned to New Mexico with a fresh appreciation for the area and its people. For most residents, Doña Ana County is a good place to call home. We celebrate a multi-cultural heritage, cherish our desert environment, and enjoy the benefits of both economic stability and a growing population. At the same time, more than a quarter of our residents cope with the challenges of living on incomes that are below the federal poverty level. As a Commissioner I've led regional planning efforts, championed establishment of the Organ Mountains-Desert Peaks National Monument, and advocated for increased funding of community-oriented infrastructure. I've also promoted programs and policies that addressed improvements in County government, road repairs and economic development, immigration and marriage equality, rural transportation and mental health.

The district includes all of the "south valley" west of Interstate 10 between Mesilla Park and Berino. As a Commissioner I was focused on four areas of change as they relate to county government:• Strengthening communities• Expanding business opportunity & good-paying jobs• Policy-driven county operations• Transparent & accountable financial management I was elected Commission Chair by my fellow Commissioners in October 2013 and served in that capacity until January 2016, the maximum time allowed in that position without a break as allowed by County regulations. -

The annual budget is approximately $42M of which $20M is the park's annual operating budget, $5M is prorated from the U.S. Park Police budget, and the remainder is from a variety of other sources including development projects. Architectural Supervisor, Denver Service CenterNational Park Service 1992 - 1998Falls Church, Va And Denver, CoDenver Service Center (DSC) is a centralized office that provides facility design, planning services, and construction supervision for major projects throughout the national park system. As Chief of the Architecture Group (1995 - 1998) I supervised 70 employees and was one of three functional chiefs responsible for oversight of a construction program that averaged more than $160M in contracted work each year. Prior to this assignment I managed the DSC office in Falls Church, VA (1992 - 1995). This 35-person office was responsible for design and construction of NPS projects in the Washington, D.C. area such as the Kennedy Center for the Performing Arts, preservation of the Lincoln and Jefferson Memorials, and updating the development plan for the Washington Monument. -

In 1987 I took the position as Chief of the Historic Architecture Division in the Southeast Regional Office (NPS). The Historic Architecture Division was a 28-person office that provided technical assistance, construction services, training, and architectural services for more that 1200 historic structures managed by NPS superintendents in eight states, Puerto Rico and the Virgin Islands. -

During this period I was a principal on teams that prepared Preservation and Comprehensive Master Plans for Tombstone, AZ.
